Duties

Help
  • You will be responsible for matters associated primarily with the Planning and Programming phases of the Navy’s Planning, Programming Budgeting and Execution (PPBE) process for SAP.
  • You will liaison with fleet representatives, Intelligence Community (IC), warfare sponsors, Systems Commands (SYSCOMs) and requirements officers to validate and synchronize requirements spanning multiple sponsors and stakeholders.
  • You will develop innovative opportunities for collaboration across the DoD and DON SAP and non-SAP enterprise.
  • You will execute defense acquisition system management processes and requisite documentation per governing directives and statues for major program milestone activities and decision reviews.
  • You will analyze and provide recommendation to senior leadership to support recurring oversight function for the SAP portfolio including acquisition milestones, annual program review, funding execution assessment, technology readiness level progress.
  • You will review all submissions to Congress to justify budget exhibits as well as defense committee briefings for accuracy and currency.
  • You will identify the need for and initiate MOAs/MOUs in accordance with DON SAPCO policy.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: -1.) Exercising knowledge and demonstrated experience leading personnel, implementing requirements, and overseeing programs through all phases of the Navy Planning, Programming, Budgeting and Execution (PPBE) System and POM process is required.
2.) Ability to analyze the credibility and capabilities of new technology, including the evaluation of new opportunities for joint and combined program execution, synergistic development, or sharing of novel technology; 3.) Ability to think creatively and develop innovative solutions in a dynamic, fast-paced, challenging environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
