Help

As an Information Technology Program Manager, you will perform the following duties:

  • Advises in the development and implementation of Office of Spectrum Management (OSM) automated spectrum management tools, products, and capabilities, and an expert in project management for Information Technology (IT) implementation. Provides oversight and leadership in the execution of broad and complex technology initiatives to effectively service the Federal spectrum management business requirements. Identifies requirements for infrastructure configuration or change management, and develops Information System testing strategies.
  • Establishes short- and long-range project goals and objectives. Monitors and tracks progress of tasks and milestones for timely service delivery. Defines Information System project's scope, requirements, cost estimates, schedules, quality criteria/metrics and required deliverables.
  • Identifies and mitigates risks. Utilizes project management software tools to ensure projects are kept on schedule and within budget by applying various project management methodologies. These include cost and time estimates, performance metrics and identifying and managing project risks and dependencies.
  • Provides briefings on all aspects of the project and understands the organizational mission and corporate direction.
  • Communicates policies, direction, and needs to ensure resources are aligned with IT strategic direction.

This Job Opportunity Announcement may be used to fill other Information Technology Program Manager GS-2210-15, FPL 15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-15 level, you must meet the following requirements:

The Qualification Standards for Information Technology (IT) Management Series, 2210 (Alternative A) Individual Occupational Requirements.

Basic Requirements: In the Information Technology Specialist, GS-2210 occupation for the GS-5 through GS-15 (or equivalent) must have Information Technology (IT) related experience demonstrating each of the following competencies:


Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations .Your resume must clearly describe your relevant experience.

AND

SPECIALIZED EXPERIENCE:
You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:

Providing electromagnetic spectrum-related technical or programmatic input to IT software projects and acquisitions;
Directing IT projects to ensure established milestones and budget goals;
Developing Spectrum Information System testing strategies, plans, or scenarios; AND
Providing presentations or briefings on all aspects of a project, detailing the organizational mission and corporate direction.
