Duties

Help

  • Lead consistent communication and messaging across the region to support DCSA's national security missions.
  • Advise the Associate Director, Field Operations, on operational risks and the integration of Counterintelligence (CI), Background Investigation (BI), and Industrial Security (IS) missions across geographic regions and subordinate field offices.
  • Provide expert management support to field workforce for CI, BI, and IS missions and oversee administrative, logistics, and supply functions to ensure efficient regional operations.
  • Ensure consistent execution of agency policies and procedures across missions and regions, providing administrative and logistical guidance to Regional Mission Directors (RMDs) while fostering mission awareness and trust.
  • Implement regional information-sharing processes to support comprehensive risk management and mission integration with other regions.
  • Collaborate with the Associate Director and Regional Directors to execute strategic objectives, facilitate mission alignment, and maintain policy consistency across regions.
  • Oversee Regional Support Staff, RMDs, and mission personnel, encouraging innovation, cross-training, and integration best practices. Provide performance appraisals for RMDs in collaboration with HQ Mission Leaders and manage employee recognition and adverse actions.
  • Maintain awareness of resource, logistical, and administrative needs; provide HQ with inputs for resource planning and realignment to meet national priorities. Assess and adjust operations to address technological and dynamic challenges.
  • Lead strategic initiatives, implement performance metrics, and conduct analysis to support mission effectiveness.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Technical Qualifications (TQs). However, to meet the minimum qualification requirements for this position, you must show that you possess the TQs within your resume - NOT TO EXCEED 2 PAGES. Resumes over the 2-page limit, will not be reviewed beyond page 2 and will be disqualified.

TECHNICAL QUALIFICATIONS (TQs):

1. A working knowledge of DCSA's missions including Background Investigations, Industrial Security, and Counterintelligence/Insider Threat.

2. Expert knowledge of Defense security programs, current regulatory guidance, operational procedures as well as an expert understanding of the defense industrial base. Demonstrated experience building collaborative relationships with customers, industry representatives,
and other stakeholders.

3. Demonstrated experience leading diverse teams and the integration of operations in the field and building a common operating picture. Experience with managing and optimizing support functions to the field, to include IT, manpower, contracting, and funding.

  • Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for many almost any rotational assignments assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-11 level, or DCIPS Pay Band 3 level that and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
