Duties

Help

  1. Plans, organizes and directs the activities of HQ AFGSC/A4AA ensuring that the B-1WST Branch complies with legal and regulatory requirements to meet customer needs.
  2. Exercises supervisory personnel management responsibilities Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  3. Interprets and implements MAJCOM logistics policies and procedures, develops, schedules/directs in conjunction with aircraft System Program Offices, aircraft input into programmed depot maintenance and contractor maintenance programs.
  4. Represents HQ AFGSC/A4 and the Combat Aircraft Division with a variety of installation and functional area organizations.
  5. As the MAJCOM authority/representative serves the command in the development, planning, programming, manages, evaluates, and presents data, project proposals, and/or reports. Also, as MAJCOM authority/representative serves the command in the development, planning, programming, acquisition, sustainment, and management of life cycle logistics support for aircraft systems, and support equipment.

  • This is a Centrally Managed Position in the Logistics Management Career Field. PCS will be paid IAW JTR and AF Regulations.

  • May occasionally require travel away from the normal duty station and travel on military and/or commercial aircraft.
  • Employee must obtain and maintain a Top Secret/SCI security clearance as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays. Overtime be required.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement (cont'd)
  • (cont'd) for employment in this TDP the incumbent is (a) to refrain from the use of illegal drugs and (b) if requested to submit to urinalyses testing. The selectee must sign a statement acknowledging the position occupied as a TDP.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge organizing, coordinating, directing, and overseeing logistics planning and B-1 aircraft maintenance policies, governance, initiatives, and related matters to most effectively apply decision-making processes in support of the command's operational mission; knowledge of budgetary and program goals related to aircraft readiness, technical data availability, support equipment, and personnel availability of Air Force Global Strike Command (AFGSC) units worldwide.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. In-depth knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a complex and difficult product support program on behalf of a Major Command Headquarters; and to apply new developments to issues for which previous techniques are frequently inadequate. Prior experience with B-1 bomber aircraft maintenance and logistics support planning is highly desirable.
  2. In-depth knowledge of Air Force and DOD operations concepts, logistics readiness policies and procedures, financial management methods and procedures applicable to logistics support planning activities.
  3. Thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess command combat aircraft maintenance requirements that support accomplishing command strategic goals and objectives.
  4. Skill and ability to establish goals and assess progress towards their achievement, develop concrete action plans to solve problems, adjust work objectives to meet changing programs, and negotiate effectively with management to implement recommendations.
  5. Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and administrative personnel to negotiate major issues of importance.
  6. Ability to plan, organize, and direct the functions and staff of the organization including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
