The successful candidate will provide managerial direction in all activities related to leading a data analytics team in the identification and detection of a variety of fraud, waste, and abuse schemes and audit insights related to Postal Service operations. The candidate will oversee a team that uses a variety of applications and technology to create a diverse repertoire of analytical reports, dashboards, and other products to identify, visualize, and provide insights to auditors and investigators. Knowledge of data analytics methods and techniques, database systems, and the ability to apply this knowledge in a manner that enhances the effectiveness of the organization is essential.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 10/14/2025 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $149,185.00 - $191,931.00. The salary figures include locality pay.

  • Responsibilities include the day-to-day management of analytics work; collaborating with peers and subordinates to assure effective products and services; and otherwise ensuring continuous progress toward stated goals.
  • Provides authoritative advisory of the application of a wide range of analytical concepts, policies, practices, methods, techniques, services, and/or develops authoritative policy interpretations in the fields of analytics and investigative analysis.
  • Oversight of analysts performing data analysis using various data collection methods to formulate analytical models, reports, and tools identifying trends, indicators of fraudulent activities, outliers, and correlations.
  • Reviews work products ensuring the appropriate application of agency policies, procedures, and guidelines consistent with program plans.
  • Provides insight and assessment of applications of federal laws, operations, and activities when collecting, sorting, evaluating, and disseminating intelligence information.
  • Maintains liaison with other offices, agencies, and appropriate organizations as needed.
  • Assures implementation by subordinate staff of the goals and objectives of an agency-wide program.
  • Influence senior leadership to adopt new ideas, projects, and/or approaches.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree from an accredited college or university
AND
  • Must have experience as a manager/supervisor responsible for establishing work plans and/or directly supervising a staff of subordinates.
AND
  • At least 5 years of specialized experience in the research and development of complex data analytics projects and/or investigative analyses.
DESIRABLE QUALIFICATIONS
  • Advanced Degree from an accredited college or university
  • Professional Certification(s) in the areas of fraud and/or data analytics
  • Knowledge of Postal Service operations

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Demonstrated experience using project management best practices in supervising, planning, and conducting complex analyses, and in providing coordination and support to agency priorities.
  • Knowledge and experience of data mining, analytics, database management systems, data warehousing, and data modeling, along with overseeing and leading the development and deployment of analytics solutions.
  • Demonstrated experience in managing employees and projects with an emphasis on promoting maximum staff utilization and professional development and handling disciplinary issues.
  • Demonstrated ability to define, problem solve, and recommend solutions for complex analytic, resource, or other admirative challenges.
  • Ability to effectively communicate orally, in writing, and visually facts and circumstances in a manner understandable to management officials and other stakeholders.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
