Duties

Help

  1. Evaluates, develops and directs overall Fuels Contingency Planning management policies and programs applicable during contingencies for Air Mobility Command locations throughout the US Transportation Command area of responsibility (AOR).
  2. Develops and manages Fuels deliberate plans, Designed Operational Capability (DOC) Statements, TPFDDS, Joint Quarterly Readiness Review (JQRR) inputs and leads the review team for site surveys/SATAFs.
  3. Plans logistics Fuels support for the warfighting Commands by working with Air Staff, other Services, US TRANSCOM, and other Unified Commands, AMC and other MAJCOMS throughout DOD to determine Fuels requirements in support of major and smaller scale contingencies.
  4. Represents the AMC logistics management fuels community at higher management-level meetings within the organization, and at MAJCOM, HQ USAF, DOD, and other agencies.
  5. Researches, estimates, forecasts, and computes AMC petroleum requirements for contingency and enroute locations worldwide.

  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • The position requires the employee to occasionally travel away from the duty station.
  • The employee must be willing to travel on military commercial aircraft.
  • May require irregular hours and or overtime.
  • Serves as the alternate Supply functional area manager. As identified in AFI 10-401
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service. Examples of specialized experience includes Comprehension of laws, policies, regulations, and precedents applicable to logistics, readiness, and mobilization. Skill in applying a wide range of qualitative and quantitative methods for the assessment and improvement of readiness and mobilization, so as to enhance the quality and effectiveness of complex readiness and mobilization programs. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Air Force logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include deployment planning and operations and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the Command.
2. Knowledge of structure, contents, codes, internal and external interfaces, update procedures, and uses of automated logistics mobilization and planning programs and databases.
3. Ability to organize, formulate, develop, analyze, review, plan, and coordinate fuels operation requirements, data, policies, and procedures.
4. Skill in written and oral communication.
5. Knowledge of AMC's bulk petroleum program, to include internal and external interfaces, procedures, and uses of automated planning programs and databases.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
