This position is located in the Office of the Chief Information Officer (OCIO). This mission of OCIO is to enable delivery of HUD programs, services, and management processes by providing high-quality information technology (IT) solutions and services. The strategic goals of OCIO are to: rapidly modernize HUD's information technology to support key business initiatives; transform the information technology infrastructure to adapt to and adopt emerging technologies; develop a cadre of highly capable IT professionals with mission critical competencies needed to meet the Department's goals; and provide secure, rapid, and reliable data and information to our customers.

As a Supervisory IT Specialist (ACIO IOO), you will:

  • Ensure that IT Infrastructure is acquired, and information resources are managed for the Department in a manner that implements the requirements of the Clinger-Cohen Act of 1996.
  • Develop and implement Departmental policies and procedures related to IT Infrastructure and Operations pertaining to all aspects of the planning, design, implementation, security, maintenance and utilization of automated information systems, office automation, and related resources and services.
  • Oversee the planning, facilitation and collaboration between sponsors and various stakeholders to clearly identify and prioritize needs and formulate plans necessary to address the stated needs.
  • Serve as the principal advisor to the CIO and Principal Deputy CIO on the application of technology infrastructure to improve business processes through implementation, maintenance and operation of HUD's technology enterprise systems, applications and technology planning procedures and the protection of HUD's mission critical and essential technology systems and applications.
  • Ensure that HUD's technology infrastructure are current and on platforms that improve productivity. Develop strategic, tactical and technology plans and processes and budgets to support HUD's mission.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Designing, operating, and modernizing enterprise infrastructure at scale, including networks, data centers, end-user computing, collaboration, and shared services, embedding security and resilience, and ensuring continuity of operations (COOP) and disaster recovery (DR); and
- Proposing innovative solutions to enhance infrastructure services and end-user experience; and
- Making recommendations on the adoption of new infrastructure and operations technologies (e.g. network modernization, identity-centric access, endpoint management) to improve reliability, capacity, and cost efficiency; and
- Providing authoritative advice to senior leadership on infrastructure strategy and service-management policy; and
- Providing technical and administrative supervision to staff.


Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
