Duties

Help

Serves as a principal technical specialist, a project manager, or a team leader. Performs work of broad scope and complexity. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible. Incumbent provides broad experience and comprehensive technical knowledge in the development of new or innovative concepts and approaches to systems, programs, and policies and is looked to for guidance on, and resolution of, complex problems associated with continued operation of commissioned facilities and resolution of problems related to the introduction of new systems into the NAS.

Specifically, for assigned NAS systems, provides national level guidance and technical direction and serves as a project engineering technician on matters relating to in-service improvements; analysis, design, and implementation of system-wide hardware/firmware/ software modifications; service life extension; failure analysis/support in response to NAS related problems beyond the assigned repair capability of the field; NAS configuration management; quality assurance; development and issuance of associated national technical directives and maintenance guidance; development and evaluation of the operational readiness and/or supportability of new NAS systems for deployment; and technical support to new system acquisition efforts. May represent the Sub-Team, and as directed, the team in intra- and inter-service and agency meetings relating to the technical aspects of in-service improvement, new system development, technical documentation, and resolution of complex problems associated with the NAS. Fosters effective working relationships in the accomplishment of work activities. Purchases and/or develops detailed, complex purchase documentation as required. Provides engineering expertise in support of the systems engineering function for Air Route Surveillance Radar systems, including ARSR-4 and CARSR and their sub-systems.

Develops project plans and schedules, identifies resource requirements, defines milestones and deliverables, monitors activities, and provides progress reports. Develops technical solutions to improve/enhance system performance and lengthen service life. Determines technical requirements for functional improvements or major systems enhancements and develops and provides guidance for system users and other technical support staff on system functionality and support requirements. Provides expertise to develop plans to address current system needs and meet agency requirements; and investigates new and emerging technologies and their applicability to system requirements. Independently plans and executes work assignments; determines most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, and the degree of intensity and depth of research required. Keeps supervisor informed of progress, potentially controversial matters, and unresolved issues. Finished work can be reviewed for achievement of expected results.

Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives.

Performs other duties as assigned.

Qualifications

TO QUALIFY AT THE FV-I (GS/FG 13) LEVEL, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-H (GS/FG 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: Experience developing plans to address current system needs and meet agency requirements; and investigates new and emerging technologies and their applicability to system requirements. Experience developing technical solutions to improve/enhance system performance and lengthen service life; determines technical requirements for functional improvements or major systems enhancements.
