As a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), GS-0201-09, you will provide technical guidance/procedural assistance to managers, supervisors, and employees; advise supervisors/employees on regulatory requirements of the programs/develops instructions; coordinate publication of local policies/regulations; serve as a technical expert in matters regarding employees' claims for Workers Compensation; serve as the Injury Compensation Program Administrator/primary point of contact for Federal Employee's Compensation Act program Investigates facts/develops cases relative to on-the-job injuries, illnesses; coordinate case details between employees, supervisors, medical personnel, claims offices; review claims/medical documents; review CA-1, CA-2, other program forms; determine that payment of legitimate claims is made, fraud is reported, questionable claims are reviewed; provide information/assistance to claimants and supervisors concerning processing procedures; work with rehabilitation counselors, field nurses on return to duty under Nurse Intervention Program; utilize the Injury Compensation/Unemployment Compensation computer system to make inquiries, monitor claim status; develop, modifies, and conducts FECA and Worker's Compensation training; assist in administering the retirement programs; process retirement actions; provide counseling to management, employees, retirees, family members; research regulations/records to advise employees on the buy back of creditable time for retirement; assist employees in the preparation of retirement applications/related documents; provides technical guidance/assistance to management/employees on benefit programs such as FEHB, FEGLI, TSP, Long Term Care Program, Mass Transportation Program; conduct new employee orientations covering numerous aspects of the technician program; conduct open seasons for TSP, health benefits, life insurance; assist in administering the performance management program; provide advice/assistance to supervisors/managers on preparation of performance standards/appraisals.; review award nominations; prepare correspondence relating to the awards program, ensures all administrative details are complete; provide technical guidance; flexibility's/appropriate uses of leave issues; coordinate with USPFO/DFAS on a large variety of personnel actions affecting employee's pay; develop, modifies, conducts presentation of basic and/or refresher training in employee benefits/ compensation procedures.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • You may be required to successfully complete a 1- or 2- year probation/trail period to assess performance, conduct, agency needs, public interest, and efficiency. Employment ends unless certified in writing that it advances the agencies interest.

Qualifications

MILITARY GRADES: Enlisted (E4 to E7)

GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
