Summary

You will serve as a Supervisory IT Specialist Technical Manager providing leadership, management, and direction for operations, information technology (IT) infrastructure/engineering, network architecture, and systems integration. You will supervise military and civilian personnel in performing critical IT capability development and implementation activities. This position is located within the Joint Mission Operations Center (JMOC) of US FLEET CYBER COMMAND in Wahiawa, Hawaii.

Duties

Help
  • You will carry out full spectrum cyberspace operations through the integration of intelligence and network agility
  • You will provide supervisory and technical oversight of Joint Mission Operations Center (JMOC) responsibilities and platforms, including coordination of testing, evaluating, and piloting new capabilities.
  • You will manage large-scale, long-range programs that upgrade and deliver secure and reliable information services.
  • You will assess risk and vulnerabilities to information technology (IT) enterprise architecture and infrastructure, network systems, enclave boundaries, endpoint devices, and software applications.
  • You will ensure compliance with governing regulations, policies, and standards while identifying or developing new cost-effective security controls to mitigate risks.

  • This position may require a two-year DCIPS trial period requirement.
  • CONUS/OCONUS Travel/TDY may be required.
  • Must be able to support 24/7 surge operations in a time of crisis, in support of contingencies as -directed, and Tier 1-level exercises in support of Commanders mission requirements.
  • This position has been designated as a Cyber IT/CSWF position.
  • Must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2; see Additional Information section.

Qualifications

You must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Perform information security measures to protect, manage, and carry out difficult and complex assignments, operations, and procedures on sensitive networks;
  2. Develop new methods of approach and procedural requirements for networking, systems administration, virtualization, and offensive cyberspace operations;
  3. Manage risks related to the use, processing, storage, and transmission of information or data;
  4. Generate hypotheses regarding future threat vectors and cyber tactics to perform evaluations of emergent technologies, network configurations, and user interface protocols.

This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary work role of 441-Network Operations Specialist proficiency level ADVANCED and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2. This designation requires:

-The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.

-The incumbent must obtain the required credentials within 12 months of appointment and maintain credentials as described in SECNAV M-5239.2 for DCWF role of 441-Network Operations Specialist proficiency level ADVANCED. For more info, review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1.
