Summary

You will serve as a Cyberspace Workforce Program Manager (CWF-PM) in the Cyber Security Branch, Information Technology Division, Corporate Operations Department of NAVAL SURFACE WARFARE CENTER.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

Help
  • You will coordinate with internal and external subject matter experts to ensure existing qualification standards reflect organizational functional requirements and meet industry standards.
  • You will develop and implement standardized position descriptions based on established cyber work roles.
  • You will identify and address cyber workforce planning and management issues (e.g. recruitment, retention, and training).
  • You will review and apply cyber career field qualification standards.
  • You will design/integrate a cyber strategy that outlines the vision, mission, and goals that align with the organization’s strategic plan.
  • You will establish and collect metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess the status of positions identified, filled, and filled with qualified personnel.
  • You will oversee waiver processes for cyber career field entry and training qualification requirements.
  • You will review and apply organizational policies related to or having an effect on the cyber workforce.
  • You will assess policy needs and collaborate with stakeholders to develop policies to govern cyber activities.
  • You will advocate for adequate funding for cyber training resources, to include both internal and industry-provided courses, instructors, and related materials.
  • You will collaborate with Command ISSM and ACIO to develop policy, programs, and guidelines for implementation.
  • You will promote awareness of cyber policy and strategy as appropriate among management and ensure sound principles are reflected in the organization's mission, vision, and goals.
  • You will provide policy guidance to cyber management, staff, and users.
  • You will review, conduct, or participate in audits of cyber programs and projects.
  • You will seek consensus on proposed policy changes from stakeholders.
  • You will serve on agency and interagency policy boards.
  • You will monitor the rigorous application of cyber policies, principles, and practices in the delivery of planning and management services.
  • You will support integration of qualified cyber workforce personnel into information systems lifecycle development processes.
  • You will analyze organizational cyber policy.

  • This is a Cyberspace Workforce position, work role code 751, proficiency level Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have one year of experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

Examples of experience demonstrating this competency include: Coordinating with internal and external Subject Matter Experts (SMEs) to ensure existing qualification standards reflect current organizational functional requirements and align with industry best practices.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Participating in face-to-face meetings and teleconferences and the ability to convey complex information.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: analyzing complex problems, formulating effective solutions, and advising the management team on corrective actions for execution.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level NT-04 (GS-11/12 equivalency) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, managing, and overseeing the organization's cyber workforce by establishing standards, addressing cyber workforce challenges, crafting policy, fostering collaboration, and ensuring readiness through monitoring and evaluation.

The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000).
