This DHS Joint Duty assignment is located in the U.S. Citizenship and Immigration Services (USCIS), Immigration Records and Identity Services Directorate (IRIS), Identity and Information Management Division (IIMD), Policy and Analysis Branch, Information Policy Section (IMP).

The incumbent serves as a Program Analyst and advisor to management and executives on USCIS' Records and Information Management related program operations. Applies a wide range of qualitative and quantitative system and management support using principles, processes, and systems as they relate to administration of MD141-001.

Responsibilities will include, but are not limited to:

  • Assisting the development of policies, guidance, and training as they pertain to management of immigration and non-immigration (business support) records.
  • Establishing strategic objectives for projects and activities in alignment with strategic priorities and directives.
  • Conducting root cause analysis to identify issues in order to assist in the development of solutions to increase efficiency and capability of the workforce in the management of immigration information.
  • Effectively communicating policy or operational changes to stakeholders, both internal and external to the agency.
  • Planning, organizing and directing team study or work for project teams, and persuades or negotiates effectively with management to accept and implement recommendations where the proposals require extensive changes in established procedures.
  • Co-leading Records Management compliance activities including, assessments, surveys, inventories, and any internal/external reporting.
  • Other program operational duties as assigned.

Qualifications required:

  1. Qualifications include experience demonstrating applicable knowledge, skills, and abilities to lead and support IMP operations involving policy and process development, training and education, records scheduling, dispositioning records, essential records management, and compliance and oversight.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
