Duties

Help

  • Oversees and directs programs associated with Corporate and Federal benefits programs to include health, life, vision and dental insurance; Federal retirement systems; the Corporate and Federal savings plans; survivors benefits; flexible spending accounts; and other programs.
  • Provides leadership for the planning, execution and revision of all benefits related activities for the FDIC. Coaches subordinate supervisors and staff, provides advice on work methods, practices, and procedures. Balances workload between teams and makes adjustments to accomplish the workload in accordance with established priorities.
  • Advises on particularly sensitive or complex benefits issues. Interprets existing policies and procedures in response to inquiries from employees throughout the Corporation.
  • Reviews open season and open enrollment communications for health and life insurance enrollments and changes, directs the processing of retirement applications, and provides guidance and counseling to staff on particularly complex cases.
  • Serves as HRO’s technical advisor regarding the full range of activities associated with the administration of the employee benefits program for the FDIC.
  • Resolves claim discrepancies between employees and benefits program carriers. Oversees liaison activities between employees and insurance carriers and provides guidance and direction as needed.
  • Directs the full range of retirement actions including the most sensitive disability retirements. Reviews computations, advises on coverage, reviews retirement documentation for adequacy and accuracy, and coordinates with the Office of Personnel Management on retirement endeavors.
  • Receives, analyzes and approves/denies FDIC Savings Plan Loan Applications and other requests, including hardships, court orders, and in-service redemptions. Advises and counsels employees on applicable policies, procedures and regulations.
  • Provides guidance, consultation and assistance to managers, supervisors and employees on employee coverage, suspension of benefits, dual coverage, loss of coverage, plan changes, enrollment requirements, etc. Keeps abreast of legislation, regulations and other guidelines relating to the various benefit programs.
  • Develops and conducts presentations and briefings on benefits operations programs and changes.

Qualifications

To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members; AND

Technical Experience: Experience in overseeing and directing programs associated with Corporate and Federal employee benefit programs’ laws, regulations, and policies, including health, life, dental, vision, long-term disability, federal retirement, Savings Plans, long term care, and other benefits programs.
