Summary

The Executive Assistant to the Associate Medical Center Director is organizationally located in the Office of the Medical Center Director. The incumbent functions as the primary staff assistant to the Associate Medical Center Director. In this specialty, the incumbent is a responsible partner of the executive management staff sharing fill, joint and plural management relationship with other staff offices and services.

Duties

Duties include, but may not be limited to the following:

  • Independently conducts special organizational studies concerning workflow operations and forecasting of manpower, equipment and space utilization and requirements critical in the management of the entire facility.
  • Determines the best way to organize activities which fall within the Associate Director's prerogatives and recommends courses of action or change.
  • Chairs ad hoc committees to investigate, analyze, and resolve problems which cross service lines.
  • Improves the effectiveness of program operations through the establishment of appropriate organizational structures and the use of efficient work methods and procedures.
  • Plans and develop multidisciplinary task force/planning groups, developing program concepts of operation, determining the magnitude of required facilities and their design; equipment and supplies; budget estimations, and staffing packages.
  • Knowledge of the patient demographic trends and an awareness of strengths and interests of the clinical staff to develop long and short-range program development proposals to meet existing and anticipated Medical Center health care program needs.
  • Coordinates multi-disciplinary projects involving more than one service, program, or operational area, and makes recommendations for improvements to reduce costs and increase efficiency and effectiveness without compromising customer service.
  • Participates in the overall planning for the Medical Center's operation. This includes budget planning, staff requirements, space assignments, equipment, and projects for specialized medical problems.
  • Makes logistical type studies which are directed at determining the most effective utilization of space, supplies, transportation, storage facilities, etc.
  • Communicates directly, and on behalf of the Associate Medical Center Director, with service chiefs, program managers, executives, external review boards, Veteran and political organizations, and others on matters related to programmatic initiatives.
  • Interacts daily with the Medical Center Director, Associate Director, Chief of Staff, AA/COS and most service chiefs.
  • Frequently meets with the representatives of service and civic organizations and members or officials of the community. On occasion meets with other federal and state officials related to planning and programs.
Work Schedule: Monday thru Friday, 7:30am - 4:00pm (subject to change based on the needs of the Agency)

Telework (Ad-hoc): VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Physical Requirements: The work is basically sedentary, daily walking is involved to and from meetings and to facilitate face-to-face interaction between the Executive Assistant and other members of the health care delivery team. Most of the activity is more of a mental than physical nature.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Plan organizational events for a variety of internal and external stakeholders, chair and lead special projects, programs and committees; interpret and analyze complex rules and regulations; prepares for and coordinates information requested for various site visits and inspections; prepares for and coordinates information requested for various site visits and inspections; researches, analyzes and studies policies, procedures and other documents to develop recommendations for senior leadership; serve on numerous multi-disciplinary committees; develop tracking mechanisms to ensure recommendations and actions are fully implemented by responsible; communicate information on an information basis to a variety of individuals with varying levels of knowledge, both internal and external to the organization; write technical and narrative reports and correspondence; chair and lead special projects, programs and committees; completes action items in an accurate efficient and timely manner; plans organizational events for a variety of explain in writing very complex and controversial information that includes statistical analyses and recommendations; manages multiple high priority, complex projects simultaneously; provides exemplary customer service to all stakeholders; present briefings and presentations; creates cost analysis and cost benefits of programs and provided knowledge of the following; knowledge of the latest trends, programs, and requirements in health services and administration in order to apply these concepts to this Medical Center as exhibited in recommendations and oral presentations; knowledge of the organization, function, and interrelationships of organizational elements within the Medical Center and the VA. This experience must be supported by your resume to be creditable.

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
