Summary
This position serves as the Supervisory Logistics Management Specialist - Chief Supply Chain Officer responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met.
Duties include, but may not be limited to the following:
Oversees, guides, manages and integrates supply chain operations across the organization;
Plans and coordinates fiscal, acquisition, clinical and administrative operations;
Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive experience in logistics management, preferably within a healthcare or government setting. Leadership experience in managing logistics operations at a senior level. Comprehensive knowledge of supply chain management principles and best practices. Strong understanding of logistics operations, including warehousing, inventory management, transportation, and distribution. Familiarity with healthcare logistics, medical equipment, pharmaceuticals, and related regulations. Proficiency in utilizing logistics software and technologies. Excellent analytical and problem-solving skills. Proven ability to lead and manage logistics teams, departments, or divisions. Effective communication and collaboration skills to work with cross-functional teams. Demonstrated strategic thinking and decision-making abilities. Strong organizational and planning skills.
Certification: Possession of relevant certifications such as Certified Professional in Supply Management (CPSM), Certified Supply Chain Professional (CSCP), Certified Professional in Healthcare Supply Chain (CPHS), or similar credentials may be preferred.
