This position is ideal for an expert Marine Interdiction Agent looking for an opportunity to serve in a supervisory capacity, participating with higher-level officials in administering, managing, and planning the agency's marine program, where the work requires application of marine and law enforcement knowledge and skills.

This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10).

Typical work responsibilities include:

  • Exercising management direction and oversight of the organization, making major decisions on projects, program improvements, division of resources and long range planning.
  • Representing the agency, exercising significant authority in meetings with multiple agencies to coordinate joint enforcement efforts and to advise higher ranking officials.
  • Evaluating subordinate supervisors, reviewing evaluations of non-supervisory personnel, making position recommendations/selections, and recommending disciplinary actions with equity.
  • Assuring work and training requirements are met, while promoting team building Coordinating and supervising marine interdiction activities with other components of the agency and other Federal, foreign, state and local law enforcement agencies.
Temporary/Rotational Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 3 year(s), with possible extension(s) for an additional 2 year(s). You may be returned, at any time, to the position you held prior to this temporary promotion, or to a different position of equivalent grade and pay, and the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. If you are currently at the grade level of the position announced, this action will result in a reassignment, and you may be returned at any time to a same or similar position held prior to this temporary assignment. If you currently hold a grade level higher than the grade being announced, this action will result in a change to lower grade, and you may be returned at any time to the position held prior to this temporary assignment or to the same or similar position at the lower grade level. Return to your original location will be prioritized, but is not guaranteed. At management's discretion, you may be permanently placed to this position without further competition.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing policies, procedures, and techniques governing operating standardization for vessel's seaworthy state of readiness.
  • Evaluating marine interdiction programs and logistic.
  • Preparing comprehensive mission plans that define marine program goals and objectives.
  • Providing technical and operational guidance to a law enforcement staff with national significance that includes other federal, state, local and international law enforcement agencies.

You must:

Polygraph Examination: CBP has the authority to conduct a polygraph for the Supervisory Marine Interdiction Agent position, however, at this time a polygraph is not a pre-employment requirement. Polygraph Examination: The Supervisory Marine Interdiction Agent position is a polygraph-required position. If you are not a current CBP employee in a law enforcement position, you may be required to take a polygraph exam and have favorable results in order to continue in the pre-employment process. Polygraph Reciprocity: CBP may accept the results of a prior federal polygraph exam in lieu of a CBP polygraph exam. You will receive information to request reciprocity in your Background Investigation Package.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Secondary Law Enforcement Officer Special Retirement Coverage: This is a secondary position subject to mandatory retirement under the special retirement provisions for law enforcement officers under CSRS and FERS 5 CFR 842.803, 5 CFR 831.903, 5 USC 8425(b), 5 USC 8335(b),5 USC 8412(d) and 5 USC 8336(c). Employees in secondary positions must meet the following conditions in order to be eligible for special retirement provisions: moved directly from a rigorous position to a secondary position without a break in service; complete 3 years of service in a rigorous position; and have been continuously employed in a secondary position(s) since moving from a rigorous position without a break in service exceeding 3 days. Additional information

Law Enforcement Availability Pay (LEAP): You must be readily accessible to work on an unscheduled basis in excess of a 40-hour work week and will receive extra compensation.

Medical/physical: Successful candidates must meet the medical standards and physical requirements for the position. Any medical or psychiatric condition that could affect the ability of the individual to safely and efficiently perform the functions of the position may result in medical disqualification. Federal Law Enforcement Training Center (FLETC): You must have successfully completed relevant Federal law enforcement training at the Federal Law Enforcement Training Center (FLETC) prior to entry into this position. Entry-level training for Air and Marine Agents, Border Patrol Agents and Criminal Investigators meets this requirement.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Supervisory Training: All newly appointed first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT-(three weeks) of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Uniform: You are required to wear an officially approved uniform while in duty status.

Mandatory Prerequisite for Secondary Administrative LEO Retirement Covered Position: This position has been identified as Administrative, that is, an executive, managerial, technical, semiprofessional, or professional position for which experience in a primary/rigorous law enforcement or firefighting position, or equivalent experience outside of the Federal government is a mandatory prerequisite, as defined by 5 CFR 831.902 (CSRS) and 5 CFR 842.802 (FERS). [Note: if you currently serve in a permanent Secondary LEO Retirement covered position, you are exempt from this mandatory prerequisite.
