As a ACCOUNTANT (STAFF) at the GS-0510-13 some of your typical work assignments may include:

  • Serves as Accountant providing advice & guidance covering a wide variety of financial policies and requirements.
  • Responds to inquiries on governmental financial management procedures, policies and directives, as assigned. Ensures the Finance and Accounting policies and procedures are complied with, and identifies problem areas or potential problem areas, and recommends actions to resolve issues.
  • Conducts research and analysis of funding and accounting problems encountered when performing daily business and develops recommendations.
  • Assists in developing and implementing procedures for analyzing and reconciling accounting data developed by other accounting/entitlement offices for DTRA and assist in ensuring that data is accurately recorded in DAI.
  • Conducts reviews and analysis of final payments for closed contracts, unmatched and problem disbursements, collections, in-transit transactions, cross disbursements, negative unliquidated obligations, and other areas of special interest, as assigned.
  • Serves as a source of information for standard, non-complex questions concerning commercial, grantee, and miscellaneous payments and related financial policies and procedures.
  • Provides information on a variety of commercial payment matters and commercial payment systems and tools including the Defense Agencies Initiative (DAI), Mechanization of Contract Administration Services (MOCAS), Intragovernmental Payment and Collection (IPAC), and related agency databases and tools.
  • Monitors and coordinates audit request for the independent audit of the agency's fiscal year financial statements. This includes maintaining an internal agency audit request log of all incoming request and outgoing responses; reviewing all responses for completeness; ensuring that due dates are met; coordinating completed request with the supervisor; and providing all completed requests to the auditors.

Qualifications

This position has education-based Individual Occupational Requirements (IOR)

All education must have been received from an accredited college or university. (Please see Education section for more information)

A. Accounting Series, 0510; Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B. Accounting Series, 0510; Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.



You may qualify at the GS-13 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Experience making decisions or recommendations significantly changing, interpreting, or developing important accounting policies or programs, and solving a variety of accounting problems.
  • Experience performing and documenting the testing of internal controls of financial reporting and financial systems and implementing corrective actions for deficiencies identified during internal controls testing or by the financial statement auditors.
  • Experience applying financial and accounting principles, including the latest procedures and techniques, to formulate or modify practices related to accounting programs, systems, function and policies.
  • Experience performing financial reconciliations and analysis of financial statements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position.
