Program Administrative Responsibilities

  • Plans, organizes, coordinates, implements, directs, integrates, controls, and evaluates the VISN 20 Cerner Millennium Deployment Program.
  • Acts as a resource person in planning, reviewing, or revising policies and procedures that impact Cerner Millennium Deployment Program and its related applications.
  • Works collaboratively with the Health Care System's managers, and specific programs and processes in the implementation of Cerner Millennium electronic health record.
  • Oversees processes and procedures regarding implementation of the new electronic health record and make recommendations to senior leadership.
  • Aids in development and maintenance of the VISN 20 Cerner Millennium Deployment Program SharePoint site.
  • Develops local practices to monitor workload capture, documentation and other processes for the program.
  • Performs work in support of purchasing and/or procurement of services, products, supplies, and equipment requiring a practical knowledge of applicable operations, procedures, programs, policies, and regulations, to meet the needs of the organization.
  • Conducts reviews on a regular basis in the various clinical areas to identify and resolve staff concerns regarding the technology and patient encounters.

Program Operational Responsibilities
  • Uses sound judgment in decision-making that focuses on meeting the goals and improving the Cerner Millennium Deployment Program.
  • Establishes relationships with professional and/or other health-related groups within VISN 20.
  • Provides programmatic advice, support, and assistance regarding the electronic health care system with a view towards accomplishing the accuracy of health care delivery in the presence of the new electronic system of documentation.
  • Interacts with a wide variety of staff and customers demonstrating sensitivity to and an understanding of their needs by taking ownership of the problem and adopting the customer's needs as their own.
  • Monitors quality improvement measures related to or impacted by Cerner Millennium Deployment for the health care system.
  • Ensures patient's safety and the continued delivery of high-quality health care.
  • Seeks opportunities for program expansion by performing routine analysis of electronic health record implementation processes.
  • Participates and facilitates multi-site coordination and problem resolution.
  • Performs administrative tasks to support workflow of VISN Cerner Millennium team.

Qualifications

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 09/26/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. Qualifying specialized experience includes: Providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, tracking costs/budget, etc.; establishing and maintaining effective working relationships; and preparing correspondence, reports, memoranda, and other forms of written communication. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
