Yes— - Fixed Rate PCS - Permanent Change of Station (U.S. Citizens) - In accordance with applicable FAA Travel regulations, a fixed relocation payment of $10,000 will be paid to new hires to Federal service, former Federal employees (reinstatements), and student trainees. A fixed relocation payment of $27,000 will be paid to current Federal employees. Relocation expenses paid are subject to applicable taxes.

Serves as a principal technical specialist in an FAA approved maintenance program. Performs work of broad scope and complexity to include providing 24/7 on call maintenance control services for AJF aircraft and crews, maintaining current operating status of all aircraft, initiating and overseeing scheduled and unscheduled maintenance events to ensure timely and effective return to services across a multi-type aircraft fleet, monitoring and initiating corrective maintenance events, including coordination with vendors, bases, and quality assurance. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible. Makes real-time operational decisions to resolve conflicts between maintenance and flight schedules, maintaining a balance between mission readiness and regulatory compliance.
Applies broad experience and comprehensive technical knowledge of assigned disciplines and specialties, an understanding of maintenance operations, quality management systems, acquisition, and FAA policies and programs to manage the issuance of special flight permits under 14 CFR Part 135, in coordination with the Director of Operations and Director of Maintenance. Is considered a technical expert in interdepartmental coordination and operational briefings. Work directly supports the objectives of the organization and the safe and continual operation of FAA aircraft. Exercise airworthiness release authority under the direction of the Manager of Maintenance Control and makes timely decisions to resolve scheduling conflicts between maintenance and operations. Ensure aircraft are maintained in compliance with FAA regulations, policies, and technical standards. Oversees and redirects work performed by technicians, contractors, and vendors, ensuring timely return-to-service actions. Serve as the central point for integrating maintenance actions with flight scheduling and operational priorities.
Contacts are both internal and external. Often represents the organization as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Notifies all stakeholders when aircraft are grounded and provide regular status updates until return-to-service. Coordinates and authorizes all aircraft maintenance on FAA aircraft away from agency maintenance bases and with internal FAA stakeholders (Dispatch, Engineering, QA, Logistics) and external maintenance providers.
Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules. Provides guidance to other technicians and trainees in complex technical scenarios. Perform work of broad scope and complexity, applying deep technical expertise across multiple aircraft systems. Independently resolves all but unique technical problems. Authorizes MEL/CDL/NEF deferrals, communicating requirements for parts and equipment to other groups as necessary. Interprets and adapts technical manuals, manufacturers’ instructions, FAA policies and procedures, and other publications. Monitor and record all mechanical interruptions to the flight schedule. Analyze system failures, determine root causes, and recommend corrective actions. Reviews maintenance documentation for accuracy and compliance; manage electronic maintenance tracking system(s).
To qualify for this position at the FV-I (FG/GS-13) level you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE includes:
- Experience in a Maintenance Control Center supporting: a 14 CFR Part 121 air carrier maintenance environment with scheduled service and a fleet size of 50 or more aircraft, OR a 14 CFR Part 135 air operator maintenance environment with a fleet size of 25 or more aircraft is highly desirable.
- Experience performing diagnostics and technical evaluations on a wide range of aircraft components and systems to identify discrepancies and determine corrective actions and prioritizing workload and maintenance scheduling based on mission urgency, aircraft availability, regulatory requirements, and available resources.
- Experience coordinating multiple concurrent activities and interact effectively with diverse audiences—including flight crews, maintenance personnel, contractors, and FAA leadership—to resolve complex operational and technical issues.
- Experience troubleshooting and diagnosing failure modes in complex airframe, powerplant, and aircraft subsystems using technical manuals, schematics, and industry best practices
