Duties

Help

  • Develops, coordinates, assists negotiations, and maintains government-to-government and agency-to-agency agreements with foreign governments and international organizations.
  • Serves as primary consultant to AFTAC's Foreign Policy Advisor (POLAD) and leadership.
  • Serves as a critical international relationship advisor at the senior level.
  • Functions as the focal point for management of AFTAC's operations and activities in sensitive overseas locations to include serving as the liaison between the respective organization, the US government, and host-government agencies.
  • Exercises supervisory personnel management responsibilities.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the International Relations 0131 series.

BASIC REQUIREMENTS:

  1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR

  2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR

  3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge in a wide-range of concepts, principles, and practices in US foreign policy, particularly as it relates to the organization's worldwide mission. Incumbent should be knowledgeable of the political, social, and economic conditions and sensitivities in countries hosting unit facilities, and know how to quickly acquire such knowledge about countries where new facilities may be proposed. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of laws, regulations, policies and procedures related to DOD international agreements, technology transfer, and information disclosure.
2. Mastery knowledge of the mission, roles, functions, organizational structure and operation of the DOS, DOD, Air Force, and organizations that interface with or influence the Center's international agreement process.
3. Ability to manage a small staff and carry out all phases of personnel management responsibilities. Ability to mentor, motivate, and work with subordinates.
4. Must have the ability to communicate effectively, both orally and in writing in domestic and international environments. Must be able to interact with senior military officers, DISLs/SESs, flag-officer equivalents, senior foreign dignitaries and other civilian leaders.
5. Ability to analyze political-military, force protection, and international cooperation issues and identify significant factors, gather pertinent data, and recognize solutions.
6. Knowledge of security regulations, practices, and procedures for ensuring the safeguarding of classified and sensitive information.

OTHER SIGNIFICANT FACTS CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAPs) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
4. The employee might be required to perform duties during non-standard hours and be called in for significant items associated with International Engagements.
5. This position is designated as a key position: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the
Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve).
6. Advanced degree is preferred. Knowledge of physical science and ability to communicate with technical and scientific staff is highly-desirable
7. Knowledge of the Center's mission is highly desirable.
8. POLYGRAPH: Incumbent will be subject to periodic polygraph testing.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
