Summary

The incumbent works with the VTS Supervisory Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veteran Transportation Services program. The incumbent must have knowledge of clinical services, related software and programs as they relate to clinical computing and office automation.

Duties

Help

Duties include but are not limited to the following:

  • Administer work involving consult management, appointment scheduling and admissions scheduling.
  • Delegate responsibilities include collecting, compiling, and/or tracking data and statistical information in support of Veteran Transportation Service (VTS).
  • Perform a basic analysis of all the data and generates a variety of reports.
  • Evaluate documents, e.g., sampling plans, permit applications and/or other data collection and form aggregates in-coming data from a variety of sources.
  • Collect pertinent information into an automated tracking system.
  • Review Managerial Cost Accounting (MCA), formerly Decision Support System (DSS) extracts to verify that the workload being captured in MCA is correct.
  • Collaborate with other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW), including our Beneficiary Travel Department and our on-site Motor Pool department, along with other transportation providers.
  • Utilize the Veterans Health Information System & Technological Architecture (VistA); Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations.
  • Review workload types in Veteran Transportation Service e.g. outpatient clinic visits, and surgical admissions.
  • Coordinate the daily operations of the VTS program flow, processes and functions.
  • Provide advisory services to the Mobility Manager regarding the requirements and implications of the office services provided.
  • Provide advice to operating managers and/or supervisors on how transportation services can assist in accomplishing their missions and programs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of fiscal, budget, real property and supply, and vehicle management; receiving phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established processes; maintains contact with other VA program assistants/clerks and other key personnel; knowledge sufficient to submit a work order through the established system in VISTA and the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software applications; communicates and treats others in a courteous, tactful, and respectful manner, providing the customers with consistent information according to established policies and procedures; applying a variety of standard operating procedures and accepted agency practice to independently plan and carry out assignments.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work places no special physical demands on the employee other than some walking, standing, bending and carrying of light objects. However, there is a high level of stress due to demanding deadlines and the need for a high degree of accuracy.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
