Help

This position provides senior level advice in an all administrative specialty area(s) related to the missions and functions of the Air & Marine Operations Region/Branch/Unit. In addition, this position participates in and contributes to management decisions for assigned program areas, applying a wide range of concepts, laws, policies, practices and analytical diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters.

This position starts at a salary of $73,939.00 (GS-11, Step 1) to $115,213.00 (GS-12, Step 10) with promotion potential to $115,213 (GS-12 Step 10).

Major Duties Include:

  • Performing duties as the Local Property Officer, utilizing knowledge of System and Products (SAP), and ensuring timely processing of inventory, disposal, approval, and other related actions.
  • Performing duties as Vehicle Officer utilizing Fleet Management policies with emphasis on Home to Work policy and guidelines.
  • Working with Facilities Management and Engineering (FM&E) to identify facility needs and serving as a liaison with FM&E in planning facility maintenance processes.
  • Briefing management on various facility/property issues in accordance with Customs & Border Protection (CBP) and Air & Marine Operations (AMO) policy, deadline requirements, and recommending resolutions to all facility/property issues.
  • Working closely with the Physical Security Operations Branch to respond to physical security assessments questions, physical security construction design reviews, vault certifications, Homeland Security data network certifications, Communications Security certifications and physical security program management.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Coordinating and monitoring administrative projects such as budget, personnel, travel, space, and logistics.
  • Problem solving, analyzing data to identify trends and developing estimates and studies.
  • Preparing narrative and data reports, and representing the office in dealings with vendors and personnel from administrative support organizations.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Submitting and monitoring personnel-related actions related to promotions, reassignments, transfers, retirements, awards, timecards, and leave.
  • Developing and delivering briefings, project papers, status reports, staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Assisting leadership in the development and implementation of policies related to workforce and position management, procedures, and other matters affecting Air & Marine (AMO) administrative programs.

Education Substitution: GS-11 Successful completion of a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11. There is no education substitution at the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/23/2025.
