Duties

Help
  • Perform the full range of supervisor duties to include advising/counseling employees, performance management, hearing/resolving grievances/complaints, effecting disciplinary measures, etc.
  • Independently plan, develop, and carry out the full range of complex position classification and position management advisory services for civilian positions across the Defense Health Agency (DHA).
  • Execute policy and guidance to conduct efficient and effective, agency-wide operations in position classification actions for DHA worldwide, balancing organizational needs and fiduciary accountability.
  • Ensure accurate, consistent position classification and position management services as defined by public law and associated regulations that meet the mission needs of the DHA while maintaining program integrity.
  • Provide advice to DHA Networks, stand-alone organizations, DHA officials, Senior Executive Services, supervisors and managers across DHA.
  • Provide technical input in resolving potential and actual conflicts with classification principles and practices.
  • Provide position management advisory services in dealing with difficult, complex, and often controversial position management issues.
  • Advise management regarding the impact reclassification or restructuring of positions may have on other positions within the organization, manpower requirements, overall organizational structure, and/or financial resources.
  • Direct, lead, and participate on working group teams to accomplish classification projects and program to streamline the classification process, improve strategic force planning and advance manpower/personnel/services merger.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing Federal organizational design recommendations to management; advising top-level leadership on proper application of agency delegated classification authority; writing Federal position classification evaluation reports/advisory opinions to detail findings in controversial situations; and providing supervision, leadership, oversight or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
