Duties

Help
  • You will prepare a daily inspection report of each inspection, recording in detail the site inspected, the time, observations of the work in progress, and discrepancies noted, etc.
  • You will conduct interviews with contractor's employees on maintenance construction contracts to assure that labor laws and regulations are being applied.
  • You will review and evaluate requests for contract modifications and change orders.
  • You will investigate complaints from customers relative to service, damages, property loss, and other matters which involve the contract.
  • You will conduct pre-bid site visits and inspections.
  • You will conduct on-site inspections of maintenance construction and service contracts to ensure work is performed in accordance with technical requirements, work procedures, and quality assurance methods governing facility support operations.
  • You will review contractor invoices against inspection reports.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Managing the contract surveillance process to support facility operations, including pre-bid quality assurance, development of QA criteria and plans, performance evaluations, contractor reviews, and preparation of inspection reports; 2) Preparing cost analysis schedules or change orders using EPS or other appropriate cost estimating methods; 3) Developing inspection surveillance schedules by analyzing contract terms, contractor work timelines, project scope, drawings/blueprints, specifications, and identifying critical inspection points; 4) Serving as the primary liaison with private contractors, offering comprehensive guidance on contractual requirements, including interpretation of drawings and specifications, clarification of performance schedules, enforcement of safety standards, and oversight of invoicing procedures; and 5) Conducting follow-up inspections as needed to ensure proper correction of deficiencies.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • successful completion a master's or equivalent graduate degree
OR
  • successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR OR
  • a combination of experience and graduate education as described above that equates to one year of experience.
