Duties

Help

Serves as action officer and subject matter expert in a variety of personnel areas in support of the world-wide DoD Nonappropriated Fund (NAF) personnel program. Researches, develops, and coordinates civilian personnel policies applicable to all DoD NAF civilian employees. Provides well grounded policy guidance, interpretation, and advisory assistance. Analyzes unprecedented problems or unique situations and recommends solutions to the Division Chief. Developed solutions often have DoD-wide application

Provides technical expertise in one or more specialized areas of DoD NAF personnel management including staffing, classification, overseas employment, and leave and attendance. Applies a broad, multifunctional knowledge of human resources management and administration laws, regulations, policies, programs, technologies, and practices. Represents the program to senior Defense Civilian Personnel Advisory Service and DoD Component staff.

Initiates in-depth studies, analyzes practices, trends and law, recommends policy and procedure and when approved, promulgates the program. Ensures policy interface with other DoD programs and personnel policies as appropriate. Prepares and performs presentations and briefings. As required, evaluates Component human resources programs and/or performs assistance visits. Assists in the development and accomplishment of program goals and makes recommendations for improvements.

Represents DoD at meetings, conferences, seminars, etc.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Progressively responsible work experience and knowledge that provides a comprehensive knowledge of two or more NAF HR functional areas, principles, practices, and the current legal, regulatory or procedural requirements in performing the duties described above. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.

Demonstrated ability to deal with peers in other agencies and with senior management officials within DoD in interpreting laws and policies to provide management advisory services on DoD-wide NAF personnel management. Must be able to effectively communicate orally, demonstrate strong writing skills and present findings and recommendations on research topics affecting NAF policies.

All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

Experience participating in working groups or special projects to resolve NAF HR policy or operations issues. Experience within the past two years serving as a chief of a human resources office with responsibility of NAF employee.

OR

Experience within the past two years as a human resources specialist at a region, HQ, or comparable level within the Department of Defense or its components.
