Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Program Analyst at the NH-0343-3 broadband level some of your typical work assignments may include:

  • Serve as a Subject Matter Expert for the Centralized Approving Officials (AO) and for the Travel Office Helpdesk
  • Serve as a Centralized Approving Official to include being the primary approver for MDA Senior Leadership
  • Develop and provide training to the Centralized Approving Officials and Agency Traveler population and administrative staff
  • Serve as an APC for the GTCC and review and authorize the Travel Office Helpdesk to process travel card increase requests
  • Serve as a Centrally Billed Account (CBA)Specialist performing timely and accurate review for CBA travel documents.
  • Design and conduct studies and analyses of program plans, program alternatives in support of strategic plans and goals, program and Agency policies, program execution results, technical reports, and cost estimates with a view toward reducing risks, assuring program health, improving program and business operations, and ensuring near and far term budget sufficiency and performance
  • Plan, analyze and advise top management on a variety of program, technical and business related issues that have a significant mission impact
  • Design and conduct various studies and analyses of program plans in support of agency strategic plans and goals
  • Provide input in policies and processes in concert with other senior agency personnel which support and influence agency program, management and decision making
  • Assist in the design and conduct independent assessments of Program Objective Memorandum, budget plans and alternatives to identify issues and problems

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:

  • Experience utilizing the Joint Travel Regulations (JTR).
  • Experience as a Certifying Officer responsible for certifying that travel-related payments are legal, proper, and correct prior to disbursement.
  • Experience as an Accountable Official who serves as control points within an organization to minimize improper travel payments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
