1. Directs and reviews the assignment of troop buildings,furnishings, and equipment in the cantonment area in consideration ofsuch factors as size of units, sex of troops, type of unit,serviceability and availability of building space and desire tomaintain unit integrity while effecting maximum utilization of Space.Personally resolves controversies and problems that arise over theassignment of space.2. Directs the billeting program for VIP housing andbachelor and transient-type quarters. Oversees issuance ofcertificates of non-availability and the collection and recordsmaintenance of costs of laundering linen, maid service, and otherservices directly connected with the operation of bacheloraccommodations.3. Formulates tenant directives and instructions within theframework of installation housing requirements concerning assignments, terminations, inspections, maintenance, cleanliness,conservation of utilities, and other housing activities.4. Develops local instructions and directives concerning normal and priority assignment of quarters. maintenance and repairreporting procedures, non-availability of quarters procedures, and avariety of related facility requirements.5. Determines annual requirements and formulates budgetestimate for operating supplies, maid service, laundry service,c ustodial services; personnel costs, etc. Manages special housingfunds such as the Morale, Welfare and Recreation Fund. the BilletingFund, etc.6. Serves as a member of the training Site's installationlevel facility improvement or construction board, Billeting FundCouncil, Morale, Welfare and Recreation Committee, or other similardeliberative assemblies. Develops recommendations to improve the living conditions of residents and proposals or planning documentscontaining requests and justification for funds, personnel, ormaterials required to accomplish major housing facility activities.T his includes such studies and recommendations as those affectingchanges in billeting rates. number of employees, organization ofwork, billets to be maintained as operational, etc. Recommendationsape typically based on studies such as operational costs versusc ollections or study of trends observed which indicate changing space requirements of troops. 7. Schedules pre-occupancy and termination inspections andsupervises the issue and turn-in of buildings to include the conductof joint tenant-management inspections for the purpose of providingtenant directives and instructions; evaluating the cleanliness,maintenance, and habitability of quarters: and verifying inventory oifurnishings and equipment issued.8. Coordinates the operation. maintenance, and utilizationof troop buildings with other organizations in the training site toassure efficient and timely housing services. maintenance.alteration, minor construction. painting, and repairs.9. Supervises a warehousing operation responsible forreceiving, storing, and issuing furnishings and equipment; equippingtroop buildings in the cantonment area; maintaining an adequateamount of furnishings and equipment to fulfill supply demands; andmaintaining accountability of property assigned to the HousingDivision. 10. Performs personnel management functions. Eitherdirectly or through subordinate supervisors, assigns work and reviewsthe results of work performed. Interviews personnel and makesselections or appropriate recommendations. Assures that all trainingneeds ape met and that required cross-training is accomplished toavoid backlogs. Establishes performance standards and completes orreviews employee performance of both state and federally employedsubordinates. Determines overall leave schedule and is responsiblefor accountability of all personnel assigned to the division.Initiates personnel actions to fill vacant positions, reassign,promote, change job structure. etc. Counsels employees, adjustsinformal complaints and grievances through discussion with employeeand union representatives, and initiates disciplinary actions asneeded. Ensures that employees observe regulations and rules onhousekeeping, conduct, and safety.11. Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. 1. Must be able to obtain and maintain the appropriate security clearance of the position.2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.*4. Qualifications

Military Grades: ENLISTED E1-E6

GENERAL EXPERIENCE: Work involves the direct management of housing projects and facilities, and the housing management program evaluation and administration.

SPECIALIZED EXPERIENCE: experience, education or training coordinating movement and accountability of equipment. Experience conducting audits and preparing reports. Experience which demonstrated the knowledge of basic principles, techniques, and methodology pertaining to the management planning, scheduling, coordinating and efficient use of Government-owned housing facilities. Experience developing and implementing a variety of directives and instructions concerning the full range of billeting activities for application by residents and lower-level housing personnel.

Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
