Help

As a HR Specialist (Development) GS-0201-12/13, you will perform the following major duties at the full performance level:

  • Establishes strategic partnerships with management officials, conducts organizational assessments, determines skills gaps, and identifies training needs of the agency's workforce.
  • Collaborates with subject matter experts to develop training materials and determine the appropriate methods for delivering training that will improve the knowledge, skills, and abilities of NTSB's workforce.
  • Serves as the agency's Learning Management Systems (LMS) Administrator and ensures course registration, course completion, assigns user roles and permissions, troubleshoots system issues, and recommends actions to improve the agency's LMS functionality.
  • Serves as the Contracting Officer Representative for training-related procurements, develops contract requirements, and partners with NTSB's contracting team to procure organizational training from external vendors.

Qualifications

To qualify for this position, you must meet one of the following Basic Requirements:

GS-13 Specialized Experience Statement:

Do you have at least one year of specialized experience equivalent to the GS-12 grade level in the federal service or private sector:

  • Providing advisory services to management officials on training program activities;
  • Developing training curriculum and/or materials;
  • Maintaining automated learning management systems; and
  • Performing procurement-related activities with training vendors needed to acquire training programs for organizations.

GS-12 Specialized Experience Statement:
Do you have at least one year of specialized experience equivalent to the GS-11 grade level in the federal service or private sector:
  • Assisting managers and subject matter experts with the development of training curriculum and materials; and
  • Collaborating with training program stakeholders to assess the organization's training and development needs; and
  • Coordinating with training vendors to ensure training is provided to the workforce.
