Summary

You will be responsible for serving as Contract Specialist responsible for pre-award and post-award functions for a variety of supply and service contracts for a customer base of multiple agencies and programs, each having different contract requirements. The work includes a wide variety of contracts which frequently require special handling provisions or other specialized terms and conditions.

Duties

Help
  • The duties may include, but are not limited to:
  • Provides guidance to technical personnel involved in the development of the statement of work or data requirements.
  • Formulates the contracting approach to be taken that will best satisfy the requirement.
  • Determines the sources to be solicited, prepares applicable determinations and findings, and conducts pre-proposal conferences.
  • Responds to inquiries, including formal protests and congressional inquiries.
  • Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports.
  • Monitoring the contractor's use of Government-furnished property inventories, and issuing change orders occasioned by changes in mission requirements.
  • Negotiates settlements for such changes, approves contract payments, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices, and terminates contracts for default.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: A 4-year course of study leading to a bachelor's degree with a major in any field;

OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Locating, interpreting, and adapting guidelines and regulations that may vary by location, use, or special requirements.
  • Negotiating with parties involved to determine the best actions for successful contract activities.
  • Plans and implements contract activities with limited oversight or direction from supervisors or other leadership.
  • Completing analyses of contracts and recommending alternatives, adaptations, or modifications where necessary for pre and post-award purposes.
There is no education substitution for this grade level.

TRANSCRIPTS are required if:
  • This position requires specific coursework or a degree in a specific field to be basically qualified.
  • This education must have been successfully completed and obtained from an accredited school, college, or university

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
