Duties

Help

  • Plans, organizes, and directs the activities of IT Projects, Privacy and Portfolio Management under the Security and Support Services Division (XTS), ensuring that XTS complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Serves as an Information Technology Specialist responsible for Project Management.
  • Serves as an IT project manager responsible for analyzing assigned projects, participating in strategic planning activities, and reporting project progress to AFOSI leadership
  • Represents AFOSI with a variety of installation and functional area organizations

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Directing IT Projects, Telecom, Privacy and Portfolio Management programs requirements for all AFOSI. Directs project teams, strategic alignment with business goals, and expertise in Agile methodologies and emerging technologies used at AFOSI offices to carry out the Department of the Air Force's law enforcement and counterintelligence missions on networks.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of IT principles, concepts, and methods including but not limited to IT systems, systems architecture, integration techniques, and testing methods.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of federal and Service budgetary processes, cost-benefit analysis and business case analysis methods needed to prepare persuasive budget recommendations in support of IT requirements.
  • Knowledge of system architecture, integration techniques, and testing methods used to ensure delivered product or service fulfills agency and customer expectations.
  • Ability at an expert level to analyze complexities of existing technology, review/revise/develop policy, initiate
    plans for enhancements, and provide management sufficient technical and cost analysis information, through
    written documentation and oral briefings, to render informed judgments.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
