Summary

The incumbent serves as a Dairy Products Marketing Specialist responsible for performing a variety of duties related primarily to the Dairy Products Mandatory Reporting Program (DPMRP). The incumbent coordinates and carries out specific assignments to gather, evaluate, and disseminate aggregated dairy sales information for selected dairy products as well as special projects related to DPMRP analysis.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Serves as a Dairy Products Marketing Specialist in Washington DC within the general limits of established branch policies and procedures.
  • Participates in and contributes to the day-to-day operations by applying accepted policies and procedures involving statistical methods to Federal Milk Order Statistics (FMOS).
  • Reviews and suggests potential changes to policies and procedures involving statistical methods for Federal Milk Order Statistics (FMOS) to improve efficiency and transparency of the program.
  • Contacts Federal milk order representatives to clarify and/or evaluate audited dairy information including price, sales, movement, inventory, and plant lists.
  • Develop and maintains educational and instructional knowledge and materials on Federal Milk Order Statistics (FMOS) information, methods, and practices.
  • Participates in day-to-day operations by applying accepted policies and procedures involving statistical methods to Dairy Product Mandatory Reporting Program (DPMRP).
  • Reviews and suggests potential changes to policies and procedures involving statistical methods for Dairy Product Mandatory Reporting Program (DPMRP).
  • Participates in and contributes to day-to-day operations by applying accepted policies and procedures involving Dairy Market News’ best practices to dairy market reporting.
  • Reviews and suggests potential changes to policies and procedures involving best practices for market news reporting to improve efficiency and transparency of the program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 grade level) that demonstrates:

  • Developing and maintaining professional relationships with members of the agricultural community.
  • Using basic statistical methods applicable to analyzing data series
  • Discovering and reporting current market information on agricultural commodities, particularly milk and dairy products, including demand, supply, prices, and inventory levels.
OR

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Working with audited information around agricultural commodities including price, sales and movement.
  • Responding to data requests and agriculturally based customer/industry questions related to these reports.
  • Recommending refinements or improvements to reporting, data analysis and statistical activities for agricultural products.
  • Ability to collect, analyze, summarize, verify, disseminate, and protect sensitive market information of national significance.
Note: There is no education substitution for this grade level.

TRANSCRIPTS are required if:
  • You are qualifying for the position based on education.
  • This education must have been successfully completed and obtained from an accredited school, college, or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
