Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Review and analyze legal and financial instruments and supporting documents to determine whether a requested action complies with specific provisions of the Packers and Stockyards Act (Act).
  • Examine new tariffs to determine they are ambiguous or discriminatory.
  • Prepare letters transmitting stockyard jurisdictional questionnaires to the owners or operators of newly constructed or non-posted stockyards, requesting full disclosure of operations and facilities.
  • Forward packer inquiry forms to slaughtering packers currently operating but not bonded with Packers and Stockyards Division.
  • Review, record, and maintain records of applications of registration, inquiry forms, bonds, trust fund agreements, letters of credit, and corresponding trust agreements and riders to bonds.
  • Receive and review incoming correspondence to determine subject matter, priority, and appropriate routing.
  • Enter registration and other entity data into a computer database, archive documents for permanent records, and send completed documentation to individuals and firms.
  • Answer incoming calls, screen for calls that are potentially urgent, promptly identifying problems and directing caller to the appropriate personnel.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 grade level) that demonstrates:

  • Under close supervision, ability to recognize documentation inconsistencies and discrepancies in legal and financial documents submitted for review.
  • Ability to use Microsoft Office software to enter data into a computer system and create letters of acceptance, correction notifications, written guidance, other official communication.
  • Ability to apply standard operating office procedures in reviewing submissions to ensure compliance.
  • Under close supervision, ability to explain procedures, corrective options, and/or obtain additional information.
OR 4 years above high school.

NOTE: Equivalent combinations of education and experience are qualifying for GS-5 level

FOR THE GS-06 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates:
  • Under limited supervision, demonstrates the ability to recognize and resolve documentation inconsistencies and discrepancies in legal and financial documents submitted for review and make determinations regarding conflicts.
  • Under limited supervision, ability to apply standard operating office procedures in reviewing submissions to ensure compliance.
  • Under limited supervision, ability to explain procedures, corrective options, and/or obtain additional information.
Note: There is no education substitution for this grade level.

TRANSCRIPTS are required if:
  • You are qualifying for the position based on education.
  • You are qualifying for this position based on a combination of experience and education.
  • This education must have been successfully completed and obtained from an accredited school, college, or university.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is represented by a collective bargaining unit (union), specifically the American Federation of Government Employees Local Number 1126.
  • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management.   • May require carrying of files and documents weighing up to 10 pounds from one office to another.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
