Help

The incumbent serves as the Building Services Supervisor and is responsible for the overall management, direction, and supervision of building services programs for the Senate Office Buildings. The Supervisor ensures responsive, high-quality service delivery for Members of the Senate and their staff by overseeing work request systems, coordinating inspections, directing emergency response, and supervising a team of building service professionals.

The duties below are listed as a GS-13.

Major Duties:

  • Plans, directs, and monitors the work of Service Center staff, establishing work priorities, resources, and schedules to accomplish recurring and special projects.
  • Oversees processes for receiving and managing repair, maintenance, and tenant service requests from Senators and their staff. Ensures accurate entry, tracking, and closeout of work orders in the Computer Aided Facility Management (CAFM) system.
  • Trains and manages staff on work order entry, service tracking, and workflow processes. Coordinates with CAFM administrators to improve functionality and reporting.
  • Directs and oversees room reservations and special event requests, ensuring professional client communication and collaboration with other Divisions to support events.
  • Supervises building inspections to ensure routine and scheduled inspections are performed, standards are met, and corrective actions are taken.
  • Oversees Contracting Officer Representatives (CORs), maintains COR certification, and monitors contract compliance.
  • Establishes records management systems for work orders, requisitions, contracts, inspections, and special event requests. Uses data for decision making and process improvements.
  • Coordinates emergency response activities within Senate Office Buildings jurisdiction, including evacuation, shelter in place, and coordination with U.S. Capitol Police.
  • Ensures compliance with safety standards by conducting inspections, reviewing incident reports, and directing corrective actions.
  • Supervises a team of facility management professionals, including Local 626 Union employees. Provides coaching, mentoring, and performance management.
  • Plans work assignments, establishes priorities, evaluates performance, and conducts mid-year and annual reviews.
  • Interviews candidates, makes recommendations on appointments, promotions, reassignments, and awards.
  • Hears and resolves employee complaints, grievances, and disciplinary issues within delegated authority.
  • Coordinates with senior leaders across Divisions, the AOC Front Office, and oversight entities.
  • Promotes team building, equity in performance standards, and continuous process improvement.
  • Ensures subordinates comply with OSHA, Office of Congressional Workplace Rights, and AOC safety regulations, including proper PPE use.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position is defined as the following: (experience must be reflected in resume)

  • Managing or coordinating building services programs (work orders, inspections, tenant requests, or special events.); 
  • Using Computer Aided Facility Management (CAFM) to track work orders and service requests;
  • Supervising staff or contractors in the delivery of building support services; and
  • Applying policies and procedures to ensure compliance with safety, budget, or performance standards. 

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position is defined as the following: (experience must be reflected in resume)

  • Overseeing a comprehensive building services program across multiple service functions (maintenance, inspections, emergency response, etc.);
  • Supervising subordinate supervisors and staff, including union employees;
  • Managing contracts, budgets, and resources to deliver building service programs effectively; and
  • Serving as a technical advisor and program manager for senior leadership, providing strategic analysis and recommendations to improve efficiency and service delivery.
