Duties

Help
  • You will serve as a principal advisor for developing manning and manpower strategies to meet budget and staffing structure changes, reorganizations, and developing new methods and recommendations that improve overall staffing efficiency.
  • You will formulate budgetary resourcing plans and goals to satisfy near, mid, and long-term manpower goal requirements.
  • You will develop wing-wide manpower personnel strategies and provide oversight and representation of manpower and personnel issues and direct a program to manage Air warfare resources in order to meet mission capability requirements.
  • You will manage, prioritize, and allocate program complexities of the military (active and reserve), and civilian end strength within the scope of the Wing and their seven subordinate organizations.
  • You will review organizational policy and procedural changes and assess their impact on force-wide Wing billet authorizations and personnel readiness.
  • You will develop recommendations to changes in organizational structures and manpower requirements based on changes in equipment, aircraft modifications, and changes in the Required Operations Capability (ROC).
  • You will represent the Wing at senior executive decision-making forums that include Fleet Forces, CPF, and CNAF; to include CNO and CPF.
  • You will direct oversight of the Wing’s Military Total Force Career Management System-Interactive Detailing system inputs to CNAF, CPF, and Fleet Forces.
  • You will manage the Wing’s Performance Awards program, evaluation systems, mentoring guides, Civilian of the Quarter/Year program, and various other quality of life programs (i.e. Telework and Wellness programs).
  • You will coordinate civilian personnel training opportunities with supervisors through Waypoints and assist with SF-182 development, creation and tracking.
  • You will prepare and present briefs for senior leadership that detail results of data analysis, qualitative analysis, recommendations and other manpower and personnel information.
  • You will lead the Wing DoD DPMAP Evaluation process to ensure that all significant appraisal actions are forwarded to appropriate departments.

Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience evaluating qualitative and quantitative civilian manpower requirements; to include Activity Manpower Document (AMD) coding elements and workload realignments to evaluate staffing needs for multi-complex air warfare mission capabilities.
  • Experience analyzing and evaluating civilian personnel practices, performance management, training and development, organizational development, and employment practices that align with human capital and financial strategies.
  • Experience planning, developing, validating and administering civilian manpower programs and resources to ensure compliance with manpower determination programs.
  • Experience with Defense Civilian Human Resources System (DCHRMS), Defense Civilian Personnel Data System (DCPDS), Total Workforce Management Systems (TWMS), and Total Force Manpower Management Systems (TFMMS), DoD Defense Performance Management Appraisal Program (DPMAP), Planned Objective Memorandum (POM), and Protection of Personal Information (PPI) data reporting requirements.
  • Experience preparing written reports and communicating with senior executive level leadership regarding official correspondence.
