Duties

Help

This position is part of the Department of Defense (DoD), Missile Defense Agency. The incumbent will be responsible for managing facilities resource planning, including budgeting, workforce alignment, and lifecycle investments; implements process improvements to optimize cost containment and mission support.

As a Supervisory Program Analyst at the NH-0343-4 broadband level some of your typical work assignments may include:

  • Leading the management of Missile Defense Agency (MDA) facility operations and sustainment activities, including custodial services, maintenance, mailrooms, recycling programs, fitness centers, parking, and emergency response coordination.
  • Developing and reviewing facility project costs, schedules, and contractor/vendor performance; approving modification work orders and statements of work; overseeing facility project development and execution in accordance with RDT&E, Procurement, and O&M funding requirements.
  • Directing regional facility leads and delegating authority for project oversight, ensuring development and execution of emergency response plans that support local jurisdiction requirements for severe weather, fire, force protection, and continuity of operations (COOP).
  • Overseeing service support operations, including space management, warehouse logistics, expendable supplies, furniture installation, transportation, and official mail management; ensures services comply with DoD and MDA policy and environmental accommodations.
  • Managing facilities resource planning, including budgeting, workforce alignment, and lifecycle investments; implements process improvements to optimize cost containment and mission support.
  • Supervising subordinate staff by assigning and reviewing work, evaluating performance, managing leave and disciplinary actions, supporting employee development, and ensuring accurate position management and human resource coordination.

  • May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays.
  • Call back and emergency duty are regular requirements of this position. Must be available by phone and physical recall within 2-hours during non-duty hours during assigned recall periods, when not in approved leave status.

Qualifications

You may qualify at the NH-04 broadband level , if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet three of five specialized experience listed below in order to be qualified:

  • Demonstrates expertise in managing facility services, operations, and sustainment by developing, assessing, and reviewing program costs and schedules, evaluating contractor performance, and approving work orders and project modifications.
  • Provides senior-level guidance on enterprise-wide facilities policies, programs, and space management while effectively navigating organizational dynamics and engages with senior executives, General Officers, and Flag Officers.
  • Executes service support operations including space planning, warehouse logistics, supply distribution, transportation, official mail management, and janitorial services in alignment with DoD and MDA policies.
  • Delivers effective resource management by balancing funding, staffing, and equipment, implements internal control and process improvement initiatives, and optimizes life-cycle investments to support mission requirements.
  • Demonstrates full-scope supervisory experience by assigning work, evaluating performance, managing hiring actions, resolving personnel issues, and represents facilities sustainment and modernization efforts to senior stakeholders.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This position may be eligible for part-time or situational telework at the discretion of management.
