SUMMARY:

PRIMARY PURPOSE: To serve as the Director of Staff for the Wing Commander and Vice Commander, exercising management authority over the Wing's Command Staff operations and assist leadership in maintaining the forward direction of the organization mission.

DUTIES:

  1. Provides support to management in planning, organizing, and overseeing the Staff activities of the 515th Air Mobility Operation Wing with direct oversight of Comptroller, Manpower, Public Affairs, CE and Historian functions.
  2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  3. Represents the 515th Air Mobility Operations Wing with a variety of installation and functional area organizations.
  4. Establishes, defines, and implements requirements for staff programs to ensure services and functions are in line with organizational goals and mission requirements.
  5. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff activities, higher headquarters, and local, state and federal officials; to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

  • This is a drug testing designated position (TDP). The incumbent is subject to random testing for drug use.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work will require moderate travel away from the normal duty station on a military or commercial aircraft.
  • Recall to duty and overtime may be a requirement of this position.
  • Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise.

QUALIFICATIONS:

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include (1) In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions and (2) In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions.
  2. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams.
  3. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation.
  4. Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance.
  5. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
  6. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
