Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.
The incumbent serves as a Compliance Oversight Advisor in the Air Traffic Safety Standards Oversight Division of the Air Traffic Safety Oversight Service (AOV).

Duties

Help

Oversees a team of technical professionals who are responsible for providing policy related inputs and operational support to the Air Traffic Safety Standards Oversight Division. Directs a professional staff in evaluating the impact of proposed changes in air traffic procedures, equipment, and technologies within the National Airspace System (NAS).

The Compliance Oversight Officer directs the work of a team of subordinate technical professionals responsible for providing audit services and compliance of major National Airspace System (NAS) components, rules, and requirements used in the service delivery of air traffic control, and compliance of the Air Traffic Safety Oversight Service (AOV) credentialing program. The work usually includes a mixture of routine and complex projects/programs based on the objectives of the AOV and Aviation Safety (AVS).

Applies advanced knowledge of the compliance and enforcement principles to direct the work. Oversees and manages the AOV Audit process. Provides direction in operational analyses of safety performance, determining compliance with air traffic operations, procedures, and regulations. Engages with FAA employees, contractors, and other stakeholders in maintaining the integrity and viability of the credentialing program and related data/information. Directs and supports activities designed to determine compliance with air traffic operations, regulations, and requirements. Provides advice on safety oversight and compliance issues related to risk assessments, technical reviews, and safety assurance documentation.

Guides team in the preparing and publishing quarterly audit schedules and provides technical guidance for pre-audit analyses and planning, development of requirement checklists and audit plans and the development of audit reports and ensuring that they meet the objective and scope of the audit. Ensures timely distribution of audit notifications and reports to ATO and ensure that they comply with the AOV audit process measures. Oversees and reports on the status of the audit process measures to senior AOV leadership during Management Review and Data Analysis meetings. Tracks audit findings to ensure timely resolution and refers identified safety compliance issues to the AOV Compliance Process. Maintains all audit-related documentation including forms, templates, and records, in alignment with the AVS Quality Management System. Updates the audit process as needed and ensures the implementation and closure of preventive and corrective actions.

Responsible for planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

Applies advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J / FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience performing operational analyses of safety performance, determining compliance with air traffic operations, procedures, and regulations. Experience tracking audit findings to ensure timely resolution and refers identified safety compliance issues.
