Duties

Help

  1. Serves as Command Special Programs Information System Security Manager (ISSM). Serves as the principal advisor on all matters, technical and otherwise, involving the security of information systems under the purview of the AFMC SAPMO.
  2. Leads and/or participates in discussions, meetings, conferences, committees, and special IT projects. Prepares reports, responses to queries, justifications, and background papers on complex/controversial technical issues.
  3. Servers as Command SAP Cybersecurity Inspection Lead. Coordinate with Cybersecurity team members to ensure AFMC Cybersecurity representation during IS security inspections, tests, and reviews.
  4. Executes special IT projects dealing with far-reaching technical, budgetary, and policy issues. Understands technology, operational, and policy challenges of other activities represented in such task forces to the depth necessary to contribute effectively to jointly developed solutions.
  5. Leads or participates in special projects and initiatives to determine appropriate recommendations for unresolved or questionable problems and performs follow-up. Recommends actions or interpretation of issues.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education:
All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in risk management, system accreditation, special access programs, collaboration skills, cloud, policy enforcement and the Joint Special Access Program (SAP) Implementation Guide (JSIG).

Ideal Candidate: In addition to the Specialized Experience statement listed above, the ideal candidate would have experience in leadership, inspection compliance, cyber security incident response and program oversight.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Detailed knowledge of Command and Special Access mission. Strategy, goals, and policies and procedures, especially when it comes to IT systems.
    2. Mastery of and skill in technology insertion and balanced approaches to the selection, design, development, and deployment of enterprise capabilities and SAP IT solutions.
    3. Mastery of a wide range of IT security principles and systems analysis concepts and techniques, approaches, new and emerging information technologies, and methods for evaluating risk and vulnerabilities, implementing, mitigating, improvement and, disseminating IT security tools and procedures.
    4. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised. security measures and countermeasures based on the results of accreditation reviews.
    5. Knowledge of telecommunications concepts and principles, operating modes. systems, media, equipment, equipment configuration, and related software systems, processes, and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
    6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, implement capability enhancements and capability roadmaps, develop acquisition strategies, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making.
    7. Ability to plan, organize, and direct the functions and staff of an organization. Ability to effectively communicate (both orally and in written correspondence) on complex technical requirements and policies.
