Provides professional accounting, financial management, and accounting and finance system support for serviced organizations, including planning, testing, analyzing, implementing, and maintaining automation used for accounting, finance, and financial reporting. Leads and facilitates all aspects of audit response management, ensuring timely collection, preparation, and submission of documentation to auditors. May work independently or as a team leader.
Implements and maintains a complex financial accounting system. Serves as a senior financial consultant by coordinating actions required for system design, revision, and maintenance. Coordinates written proposals, and conducts meetings and conferences to identify and resolve controversial or key issues/problems relative to system capability, design, and modification. Analyze audit finding, identifies system gaps, and recommends process improvements that strengthen financial integrity and operational accountability.
Serves as a liaison with other organizations that interface with the accounting system to ensure all requirements are identified and addressed, as well as between auditors and program managers to ensure alignment in responses and strategic resolutions of financial issues. Researches the interrelationships of various accounting business management policies and functions, and coordinates policies and decisions with applicable organizations to ensure consistent system integration. Develops functional specifications for implementing modifications and enhancements through software change requests. Reviews DoD procedures and policies to identify specific problems/issues that may require further analysis and provides potential recommendations to various financial customers/offices.
Responsible for developing a plan of action and milestones (POA&M) to complete accounting and business management projects, including performance review plans and the means to measure and monitor progress. Coordinates with internal stakeholders to draft, review, and finalize audit response letters while tracking corrective action progress. Maintains audit records to ensure compliance with financial regulations and organizational policies.
Provides guidance and expert technical advice to associates, major commands, central operation locations, various echelons of management and other agencies. Prepares replies to inquiries for those having special interest, special taskers/reviews and surveys.
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
MINIMUM QUALIFICATIONS:
Experience applying principles, techniques, policies, and regulations related to finance and accounting operations; identifying, documenting, and recommending financial system requirements; and resolving issues related to the integration of financial systems. Documented experience must have included experience at a level that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position.
Demonstrated ability to communicate effectively verbally and in writing through the delivery of formal presentations and reports to command/organization leadership.
Demonstrated experience in evaluating program effectiveness and compliance with benchmark criteria, policies, and procedures.
HIGHLY QUALIFYING CRITERIA:
Extensive Army/DoD audit experience with expertise in internal controls, audit readiness, and corrective action tracking; led compliance teams and resolved complex financial issues.
Working experience with federal financial regulations and policies-including MICP, DoD FMR, and fiscal accountability standards, with proven ability to analyze and reconcile complex financial reports, including trial balances, income statements, and system-generated outputs.
Skilled in designing and executing audit procedures, schedules, and plans, with proven ability to coordinate audit cycles and drive root cause analysis and process improvements aligned with findings.
Proficient in NAF/DoD financial platforms (FMBS, SMIRF, IMETS, DTS, GTCC), with expertise in troubleshooting and maintaining audit traceability, alongside advanced capabilities in financial data visualization and dashboard development using Microsoft 365 tools such as Power BI, Power Apps, SharePoint, and Excel.
