Summary

This position is located in the Transmission EIM Settlements (TSRE) organization in Commercial System Management group (TSR), Transmission Marketing and Sales (TS), Transmission Services (T), Bonneville Power Administration (BPA).

A successful candidate in the Public Utilities Specialist position will serve as a Transmission EIM Settlements Systems technical lead and technical authority for Transmission Energy Imbalance Market (EIM) entity scheduling coordinator (EESC) settlements project.

Duties

As a Public Utilities Specialist (Settlements Product Owner), you will:

  • Serve as the primary point of contact for all functional enhancement to the systems requested by users and contractor/vendors.
  • Develop Statements of Work as necessary to commit the vendor to accomplishing necessary deliverables for requested enhancements within schedule, budget, and quality requirements.
  • Establish and oversee collaborative processes for prioritizing system enhancements across all stakeholders and end user groups.
  • Monitor changes to upstream/downstream software systems to ensure that any changes made to other systems are appropriately implemented to not cause negative effects to the EIM-S system.
  • Participate in CAISO user group conference calls pertaining to system changes (Technical User Group and Release Planning User Group).
  • Responsible for quality assurance and control of internal and vendor software releases.
  • Establish methodology for identification, coordination, communication, documentation, and resolution of all software bugs/issues with both the Contractor/Vendor and BPA support staff and end users.
  • Review and prioritize vendor defects and system enhancements submitted by system users to ensure EIM-S system operates as specified.(internal BPA changes).
  • Determine scope of work of special request.
  • Prepare a work plan to estimate timeline and tasks necessary to complete the special request.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: 1) applying analytical and evaluative techniques for utilities or similarly complex system to receive, verify, validate data, or acquire and assign transmission operations; AND 2) providing project management support in the design or development of new systems or modifications to existing systems for utilities or similarly complex systems.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
