Duties

Help

As a Accountant at the NH-0510-3 some of your typical work assignments may include:

  • Engages in the review and analysis of finance and accounting documents, reports, policies, operations, and procedures.
  • Evaluates and identifies deficiencies and partners with stakeholders to achieve internal compliance.
  • Interprets accounting policies and assesses the implication on existing operations and corrective actions plans.
  • Provides technical and professional accounting advice by partnering with stakeholders to recommend solutions to address concerns impacting DMEA. Ensures recommended solutions are implemented where applicable.
  • Develops plans, techniques and establishes precedents for accounting and audit processes.
  • Provides input to internal procedures and policies as necessary.
  • Works with the Audit Readiness Team to develop appropriate auditing methodologies that are approved and implemented throughout the entire DoD.

Qualifications

You may qualify at the NH-03 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH - 03 (GS-11) grade level in the Federal service, military or private sector:

  1. Assessing evidential matter and providing guidance on sufficient appropriate audit evidence.
  2. Utilizing substantive procedures and their application by an auditor in performing analytical tests, substantive tests on transactions and/or test of balances and making decisions or recommendations which significantly change, interpret, or develop internal policies or programs.
  3. Defining, developing, improving and/or maintaining financial laws, regulations, and financial accounting and reporting policies and requirements to maintain an agency's audit readiness.
  4. Analyzing US Standard General Ledger Account transactions and understanding federal government accounting.
AND

B. A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.
