The Attorney General of the United States, through the Department of Justice (DOJ) has delegated to the Executive Office for Immigration Review (EOIR) those aspects of his/her authority that involve the administration and interpretation of the immigration laws of the United States, to include the review of immigration hearings and allegations of employment discrimination, document fraud, and employer sanctions. The primary mission of the Executive Office for Immigration Review is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws.

EOIR is comprised of three major adjudicating components, the Office of the Chief Immigration Judge (OCIJ), which includes a headquarters staff, and all Immigration Courts located throughout the country; the Board of Immigration Appeals (BIA); and the Office of the Chief Administrative Hearing Officer (OCAHO). The agency also has several supporting components and programs including: the Office of the General Counsel (OGC); the Office of Administration (OA); the Office of Information Technology (OIT); and the Office of Policy (OP).

The Office of the Director provides leadership and guidance for the agency and includes several supporting programs - the Office of Equal Employment Opportunity (EEO) the Office of Planning, Analysis and Statistics, and the Office of the Ombudsman.

The Office Manager is responsible for advising, assisting, and representing the Director in all areas of administration and management of EOIR. As delegated by the Director, exercises staff coordination and/or supervision over all support elements of EOIR related to administration, resource management, operations/policy, logistics, and mission support.


Duties include but are not limited to the following:

  • Acts as the Director's Office liaison with EOIR divisions, courts, staff and stake holders as well as other government agencies and Congressional Staff. Confers with the Director and key staff regarding all areas of daily agency operations, critical and/or sensitive management areas and projected changes in the assigned mission.
  • Recommends organizational and operational procedures and/or modifications regarding mission functions or management alignment of EOIR programs from the Department.
  • Advises the Director on the potential value, feasibility, and implications of current and proposed projects.
  • Develops and coordinates position on issues of major importance.
  • Performs a wide range of administrative functions including oversight of events calendar, travel management and access to the Director.

Qualifications

In order to qualify for the Office Manager position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

FOR THE GS-15 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:

  • Performing a wide range of administrative functions including oversight of events calendar, travel management and access to the Director;
  • Monitoring the flow of work in the Office and maintain close liaison with each component to facilitate the flow of information and to identify problems and important issues;
  • Conferring with key staff regarding all areas of daily agency operations, critical and/or sensitive management areas, and projected changes in the assigned mission and;
  • Recommending organizational and operational procedures and/or modifications regarding mission functions.

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current career/career conditional federal employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade.

3. A 30% or more Disabled Veteran: You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.

4. Military spouses are eligible if their active duty military spouse: 1) receives a Permanent Change of Station move; 2) has a 100% disability rating; or 3) died while on active duty. Please submit supporting documentation.

5.
