Duties

Help
  • You will operate as a communication and assistance link between the Surface Maintenance Engineering Planning Program (SURFMEPP) Headquarters and local maintenance, repair and fleet representatives involved in surface ship operations.
  • You will interact with SURFMEPP Headquarters, Type Commander, Regional Maintenance Center and other fleet organizations and organizational representatives at or near San Diego as necessary to address, investigate, and solve ship maintenance issues.
  • You will identify and articulate as a surface ship maintenance, planning, and analytical subject matter expert overseeing projects, problems to be solved, actionable events, and milestones and/or program issues.
  • You will provide program planning and advice to program stakeholders in the evaluation, assessment, selection and application of appropriate problem-solving methods and techniques.
  • You will assist with equipment/system monitoring and data collection to facilitate analysis by SURFMEPP and NAVSEA engineers to determine appropriateness of maintenance periodicities and identify existing and pending system failures.
  • You will monitor maintenance performance and provide technical expertise and assistance to Type Commander and Squadron material staff.
  • You will participate in the planning and execution of repair and maintenance for mission essential systems on deployed surface ships.
  • You will participate in comprehensive data and knowledge sharing with counterparts to exchange data, identify common issues and concerns, and work collaboratively to develop and share solution sets and lessons learned.
  • You will conduct ship visits to assess, evaluate, and monitor key platform and system conditions and maintenance issues.
  • You will use established metrics and monitor performance to identify process and policy changes to improve quality, reduce costs and increase customer satisfaction.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience to the next level pay band NH-02 (GS-11 equivalency) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or evaluating information concerning surface ship maintenance or modernization program operations.
