This is a detail NTE 120 days

This position is located in Facilities Engineering Service within the VA Kansas City Health Care System. The incumbent is responsible for day to day technical oversight of projects during design and construction. This position is unique with the KCVAMC and has a wide scope which covers complex issues with the existing building systems and construction projects within the service.

Duties

Help

Major duties include, but are not limited to:

  • Inspects construction work to ensure construction operations are in compliance with plans and specifications and existing building systems.
  • Interprets plans and specifications to ensure workmanship is up to standards commonly performed and accepted by crafts and industry, and that materials used are in compliance with specifications and coordinated with existing building systems and conditions.
  • Advises on agency criteria and policy and interpret plans and specifications.
  • Assures that materials being used meet plans and specifications as to grade, disposition, dimensions, consistency, value, or other characteristics. Monitors contractor's compliance with project specific environmental plan(s).
  • Prepares daily inspection reports listing inspections performed, conversations, disputes, work accomplished, safety, and other applicable project data.
  • Ensures quality design by providing critical review of construction documents, specifications, and construction process.
  • Consults with supervisor and facility staff for practicability, anticipated physical obstructions and other construction difficulties due to existing building conditions.
  • Attends and participates in pre bid conferences to inform bidders of existing building conditions and systems.
  • Proposes contract changes to supervisor including presentation of data as basis for substantiating contract modifications.
  • Continually reviews and monitors safety policies, facility standards, building codes and regulations to effect compliance with safety provisions of the contract to the extent commensurate with assigned position in the organization.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Construction Control Representative Series, 0809 Individual Occupational Requirements (IOR):

Specialized Experience - - one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position.(for positions at GS-4 and above):

Examples of qualifying specialized experience include:

  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Supervisor of crafts-persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
There is no educational substitution for the GS-11 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions.
