This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.


As a Lead Human Resources Specialist at the NH-0201-4 broadband level some of your typical work assignments may include:

  • Responsible for providing assistance to managers and supervisors in carrying out their mission within the constraints of applicable laws, regulations, and policies regarding employee and supervisor rights and obligations under laws and regulations.
  • Facilitates the adherence of new or revised personnel policies and practices with management officials and staff subject matter specialists.
  • Advises management on the interpretation and application of issues typically involving extremely difficult situations and environmental conditions causing significant problems in identifying the nature and scope of personnel issues.
  • Develops and presents solutions to complex and often unique situations affecting unresolved inter-related personnel issues.
  • Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:

  • Experience applying a wide range of HR principles, theories, concepts, practices, laws, policies, regulations, and analytical methods to perform and diagnose a variety of complex interrelated HR problems and issues.
  • Experience guiding an organization's missions, functions, structure, management philosophy, and strategic objectives, to include the mechanisms and processes for policy development, regulatory compliance, and publications.
  • Experience conducting studies, projects, and cross-organizational task groups, and skill in identifying advanced concepts, and complex interrelationships in coming to conclusions and making recommendations.
  • Experience advising agency on organization structure, missions, programs, functions, and organizational relationships
    in order to produce a wide range of complex analytical studies and analysis on HR initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
