Serves as the senior NAF Human Resources official at IMCOM Headquarters (G9), providing strategic direction, technical oversight, and enterprise wide program management for HR initiatives. Integrates NAF HR operations into the Army's broader strategic planning efforts to ensure alignment with IMCOM priorities, DoD and Army policy, and applicable law.
Oversees multiple HR functional areas including staffing, classification, awards, suitability (e.g., Child Services Suitability), centrally funded Permanent Change of Station (PCS) programs, Enterprise Time and Labor Management System (ETLMS), and enterprise MWR talent management. Leads HR program execution in accordance with regulation and policy, interprets complex guidance, develops implementing instructions, provides expert advice, delivers training, and oversees personnel action processing.
Leads strategic planning efforts and directs workforce studies and analysis to anticipate needs, identify trends, and improve operational efficiency. Recommends policy changes and modem HR approaches that support IMCOM mission execution. Coordinates directly with Army G-1 (CP-NAF Policy), CHRA, DoD stakeholders, and external agencies on issues of enterprise significance.
Manages PCS programs for HQ personnel, including budget execution, policy development, vendor coordination, and process improvement. Collaborates with IT and functional stakeholders to optimize use of systems such as ETLMS.
Provides direct supervision to branch chiefs and program managers. Establishes priorities, mentors staff, conducts performance evaluations, and resolves complex personnel issues. Oversees workforce planning, organizational structure decisions, and HR data system integrity.
Drives continuous improvement of HR processes through simplification, automation, and innovation. Leads or supports enterprise projects and initiatives to modernize service delivery. Prepares and delivers briefings, policy memos, and official correspondence; represents IMCOM at senior level meetings and working groups.
Oversees development and use of evaluation tools and performance metrics to assess program effectiveness. Applies advanced analytical methods to support decision-making. Performs other duties as assigned.
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Candidates must possess experience at a level that equipped them with the knowledge, skills, and abilities necessary for successful performance in the duties of this position. Qualifying experience must reflect leadership of HR programs at the installation, regional, or headquarters level, and include oversight of multiple functional areas such as staffing, classification, time and labor systems, PCS, and suitability.
Experience must demonstrate the application of DoD and Army regulations and policies related to Soldier and Family Readiness, interpretation of complex policies and statutes, strategic planning, resource management, and the ability to manage competing priorities in a high-tempo environment while maintaining accuracy and attention to detail.
Strong written and oral communication skills are required, including the ability to prepare executive-level documents and briefings.
Candidates must possess interpersonal skills to effectively engage with senior leaders and stakeholders across agencies, and must be proficient in Microsoft Office and time/labor management systems such as ETLMS
