SUMMARY
The primary purpose of this position is to serve as the Maintenance Division Chief with authority and responsibility for the efficient and effective management and execution of an aircraft maintenance workforce consisting of over 270 employees ranging in grades from GS-4 to GS-12 and WG-3 to WS-13. The Division Chief exercises supervisory responsibilities through a (GS-12) Superintendent, 3 (WS-13) Flight Chiefs, a (GS-7) Environmental Protection Assistant, a (GS-7) Training Technician, and 30 first and second-level supervisory positions ranging from WS-6 through WS-12. The workforce is comprised of highly skilled, supervisory and nonsupervisory personnel having divergent aircraft maintenance occupational specialties. The incumbent is the primary advisor to the Director of Maintenance and Wing Commander on maintenance activities relating to the primary mission of scheduled maintenance, repair, and equipment maintenance support for all assigned aircraft, associated equipment, asset repair cycle, higher headquarters requirements, and depot support activities.

DUTIES

  • Direct the aircraft maintenance operations program of the Maintenance Division.
  • Provides management solutions to special projects and programs assigned by senior leadership, and as deemed necessary by incumbent.
  • Plans, organizes, and oversees the activities of the Maintenance Division.
  • Exercises supervisory personnel management responsibilities.
  • Coordinate with Operations, Logistics Readiness, Wing Plans, Financial Management, and other organizations to establish maintenance support requirements.

  • The incumbent is considered the expert in the assigned aircraft and support equipment. This expertise is heavily relied upon by leadership on base and at higher headquarters in the management of airfield and scheduled aircraft maintenance operations.
  • “Confidential Statement of Employment and Financial Interests” is required.
  • May be required to work weekends, overtime, holidays, evenings, emergency call-back, etc.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Access is required to information classified up to and including SECRET.
  • This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Position has been evaluated against AFI 90-508, Air Force Civilian Drug Demand Reduction Program and is designated non-testable.
  • Previous experience as an aircraft maintenance officer is highly desired.
  • Must obtain and maintain the secret security clearance.
  • In accordance with the Ethics in Government Act, 1978, the employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Facilities and Services, 1601.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent (may have been obtained in the federal service, military, or public sector). Example of Specialize experience includes Comprehensive knowledge of large, multi-engine aircraft maintenance requirements to include sortie generation, scheduled/unscheduled maintenance, back shop maintenance and maintenance data collection/analysis. Comprehensive knowledge and understanding of maintenance support actions as they pertain to repair of aircraft, maintenance policies, procedures, and aircraft availability. Knowledge of various inspection maintenance; flow of aircraft and engines; and expert skill in ensuring engine, aircraft, and component time changes mirror repair cycle schedules and sortie generation. Experience in scheduled maintenance, repair and maintenance of the appropriate types of aircraft, and associated equipment. Comprehensive knowledge of scheduling practices involved in the coordination of weekly, monthly and yearly flying and maintenance programs. Knowledge of personnel management policies, practices, and procedures including the ability to adjust work operations to meet emergencies; change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and assess progress toward their achievement. Expert knowledge in, and skill in applying principles, concepts, and practices of aircraft maintenance to plan, direct, and supervise activities of large scale aircraft maintenance organization and mentor, motivate, and appraise the staff of a highly diversified workforce through subordinate supervisors.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Comprehensive knowledge of large, multi-engine aircraft maintenance requirements to include sortie generation, scheduled/unscheduled maintenance, back shop maintenance and maintenance data collection/analysis.
  2. Comprehensive knowledge and understanding of maintenance support actions as they pertain to repair of aircraft, maintenance policies, procedures, and aircraft availability.   4. Expert knowledge in, and skill in applying principles, concepts, and practices of aircraft maintenance to plan, direct, and supervise activities of large scale aircraft maintenance organization and mentor, motivate, and appraise the staff of a highly diversified workforce through subordinate supervisors.
  5. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
  6. Ability to communicate effectively, both orally and in writing, to gain cooperation from other through tact, courtesy, and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
