NONAPPROPRIATED FUND POSITION DESCRIPTION

JOB TITLE:  Program Analyst                                           

FLSA: Non-exempt

JOB SERIES:  0343                                                  PAY LEVEL:  NF-3

DUTIES AND RESPONSIBILITIES: 

Manages a variety of studies of systems and processes with MCCS, documenting findings in writing and highlighting methods to increase efficiencies and productivity by use of charts, graphs and other visual tools.  

Evaluates output in the form of reports and identifies and recommends improvements to enhance productivity and efficiency throughout MCCS.  Monitors and conducts observations and tests of inventories to ensure compliance with regulations.   

Plans, develops, and conducts program analyses concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives.  Develops, maintains, and monitors reporting systems affecting programs.  Conducts program surveys, audits, projects, etc., and provides advisory services on issues related to programs.  Reviews and interprets new and established directives, instructions, and regulations, for potential impact on program objectives, operating policies, work operations and progress.

May coordinate submission of Marine Corps Management Control Evaluations.  May conduct cash counts of MCCS activities. 

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  

Adheres to safety regulations and standards.  Uses required safety equipment, and observes safe work procedures.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.  

Performs other related duties as assigned.

Qualifications

BASIC REQUIREMENT:

Bachelor’s Degrees in Business, Accounting/Finance, or a related field; OR 3 years of experience in a related field; OR appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.

QUALIFICATION REQUIREMENTS:

  1. Knowledge of MCCS policies, procedures, regulations, and practices pertaining to the program operations, services and activities within MCCS preferred.
  2. Comprehensive knowledge in generally accepted management policies, concepts, practices, and principles in order to analyze and develop recommendations for improvement in a variety of program operations’ efficiency and effectiveness.
  3. Skills and abilities in techniques and methods of conducting audits, interviews, and studies of organization/employee efficiency and productivity.
  4. Knowledge in statistical, accounting and budget principles and techniques.
  5. Ability to deal effectively and tactfully with employees, supervisors and management officials, using proper tact and diplomacy in professional manner on issues that may be controversial.
  6. Ability to communicate effectively both orally and in writing and compose written reports and materials clearly, concisely, and effectively.
