Duties

Help

- Serves as the state's principal advisor and consultant to key management on the full range of staffing options for a variety of professional, administrative, technical, and trades and labor occupations.
- Analyzes and evaluates the state's current technician staffing situation including turnover, vacancies, and current recruiting strategies to identify and forecast staffing challenges.
- Develops, recommends, maintains, and applies state policy for use of such pay setting tools; such as highest previous rate, superior qualifications and relocation/recruitment/retention incentives.
- Analyzes the organization's workforce and collaborates with the Classification section to maintain manpower allocations for the state.
- Oversees the USA Staffing database of operations and acts as the State Administrator.
- Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT & NOTES:

  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • .Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Demonstrates the ability

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level (48 months) or the equivalent in personnel and manpower for Title 5 and Title 32 National Guard employees. Provided analytical and problem-solving abilities in merit principles and various recruitment and placement methods. Specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Work experience managing Army and Air National Guard organizational structures, organizational and manpower standards, manpower resources, and military grades across both Army and Air National Guard branches. Experienced in writing, designing, formatting, publishing, or presenting military and/or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experienced with labor union negotiations and agreements in relation to the merit placement plan; classification and position management; analyzing human resources personnel systems reports; skilled in directing position utilization; and performance management. Experienced in managing personnel actions and applying workforce reshaping programs. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on staffing program and forecasting challenges. Experienced in developing, controlling, programming and allocating manpower resources in support of the Army and Air National Guard planning, programming, budgeting, and execution procedures. Experienced in the allocation of federal civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; or, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriate funds; and, financial/corporate standards with established internal controls.
