This position is located at the U.S. Naval Station, Morale,Welfare and Recreation Department, Recreation Services Division,Rota, Spain. The function of this position is to provide managerial direction for a year-round golf operation to include a driving range, putting green and Pro -Shop.

Duties

Help

Supervises, schedules, train, disciplines and evaluates employees. Duties include interviewing new hires, certifying time cards, and recommending action on leave requests. Incumbent ensures that facilities are adequately staffed for seven days per week,twelve to fourteen hours per day. Additionally, the incumbent supervises the Golf Course Superintendent.

Incumbent is responsible for the efficient operation and administration of the Golf Course and those responsibilities delegated to the Golf Course Superintendent. Assigned areas include: Golf Course and maintenance facilities, Pro shop, driving range, cart storage sheds, retail storage room and lounge.Responsibilities for the proper maintenance and security of assigned areas and spaces, ensuring a clean and presentable facility.

Purchases, displays, promotes and controls resale of golf merchandise. Prepares purchases requests and forwards receiving documents to accounting for prompt payment of invoices. Assumes control of semiannual resale inventory, and researches excessive overages/shortages. Trains personnel in the fitting or demonstration of golf merchandise, including clubs, bags, shoes,gloves, crc.

Develops an annual budget for responsible areas. Considers salaries,supplies, repairs, replacement and other expenses in formulating a budget that reflects total self sufficiency and derives income from fees, rentals and sales.

Maintains records which are required o considered of Value to the incumbent, including bur not limited to : green fees, electric cart rentals, club repairs, lessons and tournaments.

Develops, promotes, organizes and coordinates golf tournaments and leagues . Assists the men's and women's clubs in the scheduling and conduct of their events. Maintains good relations with all patrons to improve golf patronage and enthusiasm.

Enforces all NAVSTA rules and regulations governing the use of the golf course, ensuring only authorized personnel and their guests are permitted at the golf course.

Informs the MWR Recreation Director of requirements and condition of assigned areas, alerting him of anticipate problems.

Qualifications

KNOWLEDGE REQUIRED

The incumbent must have acquired appropriate education,experience and training which clearly shows capability of managing and extensive knowledge of the game of golf, rules of play, and a particular knowledge of golf equipment and wearing apparel. Certification by the Professional Golf Association is required. Must be personable and able to meet and communicate with the eligible golfing public.

Incumbent will report to the Business Operation Director who sets the overall administrative direction of the park. On the whole however, the size and specialized nature of the golf course program places heavy responsibility upon the incumbent to plan arnd carry out the operation with substantial independence in both the planning arid execution stages. Incumbent must be able to work in a professional and independent manner without supervision.

Guidelines on policy arid procedural matters are contained in the Navy Recreation Operational Policies, Instructions and various Navy and Command directives. The exercise of sound independent managerial judge merit is frequently required with general guidelines.

The managerial nature of the position requires application of a degree of technical knowledge in the areas of golf rules and regulations, agronomy, course grounds and equipment, financial controls and retails sales.

The incumbent in this position provides management and control over the Golf Course, Effective management will result in the meeting of profit goals while providing a high level of services in support of the morale, welfare and recreation of authorized patrons.

The incumbent will establish and maintain personal contacts with the patrons, subordinates, vendors of retail merchandise and other personnel throughout the command to effectively and efficiently provide services to authorized patrons.
